Reed, Director <br /> <br />of the area Court Service Unit, Council reduced this unit's 1981-82 request <br /> <br />of $18,750.00 for detention home expense to $16,250.00. <br /> <br />And, on the basis of Council's previously-expressed conviction that the <br /> <br />FOCUS agency should be funded entirely by the United Fund, Council informed <br /> <br />Ms. Angela Mize, Director of this agency, that the City will discontinue, as <br /> <br />of the 1981-82 City Budget, the City's support of the agency heretofore in <br /> <br />the amount of $2,739.00. <br /> <br />Council reversed its recent decision to reserve in escrow the sum of $38,000.00 <br /> <br />anticipated as being unspent from the 1980-81 budget for the thoroughfare <br /> <br />construction program, having been advised that funds already reserved for this <br /> <br />account are deemed sufficient until such time as State-Federal funds become <br /> <br />available for thoroughfare projects scheduled several years hence. <br /> <br />Other budgetary matters discussed by Council were: <br /> <br />(1) the City's contribution to the V.P.I. Extension Service; <br /> <br />(2) the recommended rate increase in sewer service charges; and <br /> <br />(3) the City's net cost of various operations supported in part <br />by State-Federal funds, particularly the Social Services <br />Department, meanwhile suggesting that proposed salary <br />increases for personnel of this department be brought in <br />line with the ceiling of 10% recently established by <br />Council for employees under the jurisdiction of the City <br />Manager. <br /> <br />Upon motion, duly seconded and carried by a vote of four-to-one (Vice Mayor <br /> <br />Cole voting against the motion as it pertained to a proposed 92~ real estate <br /> <br />tax rate for 1981-82, with Mr. Cole advocating a 90~ rate and the usage of <br /> <br />surplus to off-set reduced revenue), Council tentatively approved the 1981-82 <br /> <br />City Budget, as revised, predicated upon a 92~ real estate tax rate, and <br />
