TUESDAY MAY 5, 1981 - A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, May 5, 1981, in the Council Chamber, City Hall, beginning at 1:30 P.M., for the purpose of considering further City Manager Edmonds' proposed City Budget for 1981-82, as revised, as well as making such other revisions thereto as agreed upon, including the establishing tentatively of a real estate tax rate for 1981-82, authorizing the publication of a notice of public hearing (with regard to the 1981-82 real estate tax levy) in accordance with Section 58-785.1 of the CODE OF VIRGINIA (1950, and as amended), and authorizing the publication of a notice of the intended usage of revenue sharing funds during 1981-82. All members of Council were present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. - After the invocation, and proceeding with the purpose of this meeting, Council reviewed revisions to the proposed 1981-82 budget, reflecting Council's directives from its special meetings held April 14, 1981 and April 20, 1981, as well as adjustments arising from the recently-negotiated implementation of Appalachian Power Company's wholesale electric rate increase. .- Council also reviewed with the several local constitutional officers their respective 1981-82 budget requests, with Council suggesting that City Manager Edmonds ascertain from other Virginia cities to what extent, if any, established salaries of sheriffs are supplemented by the localities, this being in response to Sheriff Carter's request that his State-established salary be supplemented by the City as are the salaries of two other of the City's constitutional officers.
