<br />2:1 <br /> <br />TUESDAY <br /> <br />MARCH 10, 1981 <br /> <br />Upon recommendation of City Manager Edmonds, as incorporated in his following memorandum <br /> <br />report (dated March 4, 1981) to Council, Council unanimously adopted a revised Flood Plain <br /> <br />Ordinance for the City of Martinsville, with "emergency clause attached" (making said <br /> <br />ordinance effective immediately), which ordinance is included in these minutes only by <br /> <br />reference: <br /> <br />As we discussed with you at your last meeting, the Federal Insurance <br />Administration has now finalized the City's Flood Insurance Study <br />and has called upon us to revise somewhat our Flood Plain Ordinance. <br />There was, at first, a little confusion as to whether or not our <br />Subdivision Ordinance would have to be amended as well; but it was <br />recently agreed that such would not be necessary. <br /> <br />The attached Flood Plain Ordinance is revised as required by the <br />feds and marked up in a way that you can see the changes. All new <br />language is underlined; language to be deleted is dashed through. <br /> <br />In general, the revised ordinance is changed: <br /> <br />1. To add several clarifying definitions. <br />2. To correct certain references to program <br />mapping. <br />3. To expand the record-keeping responsibilities <br />of the Building Official. <br />4. To more specifically regulate the installation <br />by developers of public facilities and utilities <br />in flood-prone areas. <br /> <br />We do not view these revisions as particularly significant to our <br />administration and enforcement of the ordinance. The Planning <br />Commission has reviewed the proposition and has expressed no <br />particular concerns or recommendations. <br /> <br />We must request your adoption of the revised ordinance on <br />emergency reading to meet the feds' April 1 deadline. <br /> <br />Mr. Jackson C. Dodge, President of Lanier Farm, Inc., and a member of the City's Board of <br /> <br />Appeals, informed Council that the effect and regulations of the Flood Plain Ordinance (to <br /> <br />which he has no objections) will impose additional costs upon his firm (as developer) for <br /> <br />engineering surveys, etc., as well as will prohibit the planned development of several lots <br /> <br />situated within several flood plain areas. <br />
