<br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with
<br />
<br />Vice-Mayor William C. Cole, Jr., presiding in the absence of Mayor Barry A. Greene (who was away
<br />
<br />from the city), was held Tuesday, March 10, 1981, in the Council Chamber, City Hall, beginning
<br />
<br />at 7:30 P.M. All members, with the exception of Mayor Greene, were present, viz., William C.
<br />
<br />Cole, Jr., Vice-Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West.
<br />

<br />After the invocation, Council approved--as recorded, with one minor correction--the minutes of
<br />
<br />its regular meeting held February 24, 1981.
<br />
<br />In receiving the Martinsville Volunteer Fire Company's 1980 Annual Report, through Mr. Robert E.
<br />
<br />Hopkins, Secretary, Council acknowledged with appreciation the outstanding community service
<br />
<br />rendered by this agency since its organization on August 23, 1949.
<br />
<br />In response to requests for proposals (authorized by Council on January 27, 1981) for the
<br />
<br />conduct of the audit(s) of the City's financial records and accounts for the fiscal years ending
<br />
<br />June 30, 1981-1982-1983, Council received the following proposals or bids, from which it selected
<br />
<br />the firm of James K. Sells, CPA, to conduct said audits, noting that--with the proposals of both
<br />
<br />the Sells firm and that of Ford, Hogg & Cobbe, CPA's, being the same in cost--the awarding of the
<br />
<br />-
<br />
<br />contract to the Sells firm would be in keeping with Council's former policy of "rotating" among
<br />
<br />local CPA firms:

<br />Upon motion, duly seconded and unanimously carried, Council placed on first reading an ordinance
<br />
<br />setting forth the terms and conditions under which the City will provide water and sewer services
<br />
<br />to its customers.
