<br />co {, <br />{..;u <br /> <br />TUESDAY <br /> <br />FEBRUARY 24, 1981 <br /> <br />elected officials so involved are prepared to be advocates--providing <br />consolidation makes good sense--there is no purpose in making the <br />exercise. <br /> <br />I have on hand current material just forwarded to me from the Virginia <br />Municipal League and the Institute of Government of the University <br />of Virginia which I will turn over to the City Manager. <br /> <br />In connection with this matter, Mr. William F. Franck, President of Tultex Corporation <br /> <br />and a member of the former study commission, expressed the opinion that present needs <br /> <br />and conditions of the two governmental jurisdictions (i.e., City of Martinsville and <br /> <br />Henry County) warrant serious study being given to a possible merger-consolidation of <br /> <br />these two jurisdictions. Meanwhile, Mr. Tom Leath, of Indian Trail, posed certain <br /> <br />questions which he believes the public will be asking, particularly as to the need for <br /> <br />studying and/or considering a merger-consolidation as well as the advantages of a merger- <br /> <br />consolidation, should it take place. <br /> <br />Council unanimously accepted the resignation of George W. Brown, Public Works Director <br /> <br />and Assistant City Manager, as Chairman of the Central Business District Commission, subject <br /> <br />to Mr. Brown's continuing as Chairman until a reorganization of the Commission, recommended <br /> <br />by Mr. Brown, can take place. In so doing, Council acknowledged with appreciation Mr. Brown's <br /> <br />leadership and efforts toward the revitalization and improving of the City's downtown <br /> <br />business area, as did Mr. Ray A. McCormick, President of the Downtown Business Association. <br /> <br />City Manager Edmonds presented a status report on the City's current curb-gutter-sidewalk <br /> <br />construction program, noting that five of the nine authorized projects have been completed. <br /> <br />Mr. Everett Dillard, of 805 Pipe Street, present for what he understood was a public hearing <br /> <br />on proposed street-name changes, was referred to the Planning Commission, which has this <br /> <br />matter now under consideration. <br />
