<br />TUESDAY <br /> <br />FEBRUARY 24, 1981 <br /> <br />BE IT FURTHER ORDAINED that interest will be paid on delinquent <br />taxes at the rate of ten percent (10%) per annum, said interest <br />to commence on the first day of the month following the month in <br />which any such tax, or installment thereof, was due. <br /> <br />BE IT FURTHER ORDAINED that any prior ordinance of the Council <br />of the City of Martinsville, Virginia, to the extent that it <br />conflicts with the foregoing provisions, be, and the same hereby <br />is, rescinded and revoked. <br /> <br />Upon receiving the following statement prepared by Councilman West, Council unanimously <br /> <br />directed that an administrative review be conducted of the 1971 Merger-Consolidation Study <br /> <br />referred to in said statement and, also, directed City Manager Edmonds, at an appropriate time, <br /> <br />to ascertain the views and interest of the members of the Henry County Board of Supervisors <br /> <br />with regard to Mr. West's suggestions therein: <br /> <br />As you on the Council know, I expressed on February 2nd an interest <br />concerning the consolidation of Martinsville and Henry County into <br />one governmental entity. Ironically, this month of this year marks <br />the tenth anniversary of a consolidation report prepared by Dr. Richard <br />M. Yearwood. <br /> <br />It seems to me timely, <br />by the administration. <br />in comparison with how <br />following: <br /> <br />now, for the ten-year old report to be reviewed <br />I think the 1971 report could be looked at <br />things are now in some areas, including the <br /> <br />1. Water and sewer; <br />2. Ravages of inflation; <br />3. Henry County's increased urbanization; and <br />4. Lack of annexation threat. <br /> <br />Obviously, a longer range update would include schools, police, public <br />works, and a variety of other matters. But, critical to whether this <br />matter be pursued in depth and with vigor would have to be gauged not <br />only on the interest and enthusiasm of the City Council of Martinsville <br />but also that of the Board of Supervisors of Henry County. Hence, I <br />believe it appropriate for the City Manager to ascertain the interest <br />of the members of the Board of Supervisors of our neighboring <br />jurisdiction. Surely, neither the City nor the County should approach <br />another in-depty consolidation study in simply a perfunctory manner. <br />I believe it would be doomed to failure unless interest at the outset <br />is keen and progressive from both governmental bodies.
