<br />t, <br /> <br />TUESDAY <br /> <br />FEBRUARY 24, 1981 <br /> <br />- <br /> <br />In accordance with Section 2.1-344, subsections (a) (1) and (a) (6), of the CODE OF VIRGINIA <br /> <br />(1950, and as amended), upon motion, duly seconded and by a recorded and unanimous vote, Council <br /> <br />convened into an Executive Session to consider the following: <br /> <br />- <br /> <br />(1) Certain personnel matters: <br />(2) Legalities concerning the City's current contract with <br />Cogebec Information, Inc., of Montreal, Canada, for the <br />City's electronic data-processing system(s); <br />(3) Legalities concerning the extension of street lighting <br />into certain areas of the City; <br />(4) Appointment of a representative to the Piedmont Mental <br />Health & Mental Retardation Services Board (i. e., "Chapter <br />10 Board"); and <br />(5) A suit pending against the City's Board of Zoning Appeals. <br />Manager <br />Upon reconvening into regular session, City/Edmonds announced that W. H. Yeaman has notified <br /> <br />him that he (Yeaman) will retire as Director of Finance for the City on June 30, 1981 and <br /> <br />that, subject to Council's wishes, he (Yeaman) will continue as Clerk of Council for an <br /> <br />indefinite period of time beyond June 30th. <br /> <br />Upon motion, duly seconded and unanimously carried, Council terminated immediately the <br /> <br />City's contract with Cogebec Information, Inc., and authorized City Manager Edmonds to <br /> <br />negotiate a new contract (for "software" or programs) with Southern Data Systems, Raleigh, <br /> <br />North Carolina. Council also directed City Attorney Worthy to explore any legal remedies <br /> <br />against Cogebec Information, Inc., for its failure to comply with the contract terms, as <br /> <br />- <br /> <br />well as against the City's consultant in this matter, viz., Scoggins, Sellers & Associa~es, <br /> <br />of Athens, Georgia. <br /> <br />Council took no action on the matter concerning the proposed extension of street lights into <br /> <br />certain areas of the City. <br /> <br />Upon motion, duly seconded and unanimously carried, Council reappointed Dr. David G. Glendy <br /> <br />to membership on the Piedmont Mental Health & Mental Retardation Services Board (i.e., "Chapter <br /> <br />10 Board") for a three-year term retroactive to, and beginning, July 1, 1980. <br />
