<br />TUESDAY <br /> <br />FEBRUARY 10, 1981 <br /> <br />- <br /> <br />Council also unanimously approved, for execution by City Manager Edmonds on behalf of the City, <br /> <br />a contract or agreement with Sheriff Charles J. Smith, of the City of Danville, whereby the Danville <br /> <br />City Jail will care and house certain prisoners for the City of Martinsville at a per diem rate <br /> <br />of $10.00, subject to the terms and conditions stipulated in said contract or agreement. <br /> <br />Council placed on first reading a proposed ordinance which, effective on and after July 1, 1981, <br /> <br />will increase the penalty and interest imposed on uncollected taxes (billed on and after July 1, <br /> <br />1981) to 10% or $10.00, whichever is greater, as to penalty, and 10% interest per annum. <br /> <br />Upon recommendation of City Manager Edmonds, Council authorized the requesting of proposals from <br /> <br />interested bidders to install and maintain a receiving console in the City's Police Department <br /> <br />for local security alarm systems for a five-year period beginning July 1, 1981. <br /> <br />Vice-Mayor Cole reported on the Local Government Officials Day seminar which he and City Manager <br /> <br />Edmonds recently attend~d in Richmond, Virginia, under the sponsorship of the Virginia Municipal <br /> <br />League. <br /> <br />City Manager Edmonds informed Council that the area's West Piedmont Criminal Justice Training <br /> <br />Academy (in Danville, Virginia) is being merged with the Central Virginia Criminal Justice Training <br /> <br />Academy at Madison Heights, Virginia (near Lynchburg, Virginia), the result of which will place <br /> <br />more costs upon Martinsville and other area jurisdictions for the training of its law enforcement <br /> <br />personnel. <br /> <br />Upon recommendation of City Manager Edmonds, Council authorized the employing of two additional <br /> <br />personnel, on a temporary-but-full-time basis, for the remainder of the current fiscal year, at <br /> <br />the City's Water Pollution Control (Sewage Treatment) Plant, necessary to the implementation of <br /> <br />the authorized interim improvements program at this plant and to relieve present personnel assigned <br /> <br />to the plant of considerable over-time duty. <br />
