<br />14 <br /> <br />TUESDAY <br /> <br />FEBRUARY 10, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Barry A. Greene presiding, was held Tuesday, February 10, 1981, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., the following members being present: Barry A. Greene, <br /> <br />Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes, and Henry C. Reed. Absent was <br /> <br />Councilman Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />January 27, 1981. <br /> <br />Upon motion, duly seconded and unanimously carried (of those members present), Council placed <br /> <br />on first reading a complete revision, incorporating suggested changes by the Downtown Business <br /> <br />Association, of Article IV of Chapter 10 of the City Code. In so doing, Council acknowledged <br /> <br />with appreciation the in-put by, and assistance of, the DBA in this matter, with members of <br /> <br />this organization represented by Mr. Ray A. McCormick, President, Mr. Robert L. Canupp, Jr., <br /> <br />and Mr. Thomas H. Leath, acknowledging the cooperation and assistance of the City officials. <br /> <br />Also present, in connection with this proposed revision (regulating the stopping, standing and <br /> <br />parking of motor vehicles within the City), was Mr. Phil Massey, of Wilson Trucking Company. <br /> <br />Mr. Marjorie D. Midkiff, Chairman of the Martinsville-Henry County Clean Community Commission, <br /> <br />presented that organization's report for calendar year 1980, in which report was summarized <br /> <br />the accomplishments and progress during the year toward making the area cleaner and healthier. <br /> <br />Council unanimously approved proposed guidelines for the City's Defensive Driving Program, as <br /> <br />recommended by the City's Transportation Safety Commission, clarifying the administrative and <br /> <br />policy structure of this activity, responsibility for which will be with the City's Police <br /> <br />Department. <br />
