14 TUESDAY FEBRUARY 10, 1981 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, February 10, 1981, in the Council Chamber, City Hall, beginning at 7:30 P.M., the following members being present: Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes, and Henry C. Reed. Absent was Councilman Francis T. West. After the invocation, Council approved--as recorded--the minutes of its regular meeting held January 27, 1981. Upon motion, duly seconded and unanimously carried (of those members present), Council placed on first reading a complete revision, incorporating suggested changes by the Downtown Business Association, of Article IV of Chapter 10 of the City Code. In so doing, Council acknowledged with appreciation the in-put by, and assistance of, the DBA in this matter, with members of this organization represented by Mr. Ray A. McCormick, President, Mr. Robert L. Canupp, Jr., and Mr. Thomas H. Leath, acknowledging the cooperation and assistance of the City officials. Also present, in connection with this proposed revision (regulating the stopping, standing and parking of motor vehicles within the City), was Mr. Phil Massey, of Wilson Trucking Company. Mr. Marjorie D. Midkiff, Chairman of the Martinsville-Henry County Clean Community Commission, presented that organization's report for calendar year 1980, in which report was summarized the accomplishments and progress during the year toward making the area cleaner and healthier. Council unanimously approved proposed guidelines for the City's Defensive Driving Program, as recommended by the City's Transportation Safety Commission, clarifying the administrative and policy structure of this activity, responsibility for which will be with the City's Police Department.
