<br />TUESDAY <br /> <br />JANUARY 13, 1981 <br /> <br />City Manager Edmonds reported that City officials, along with representatives of other <br /> <br />municipalities who purchase electric energy at wholesale from Appalachian Power Company, and <br /> <br />with counsel and consulting engineers, attended a meeting in Roanoke, Virginia, on January 12, <br /> <br />1981, with officials of Appalachian Power Company to discuss with APCo officials APCo's <br /> <br />proposed wholesale rate increase. City Manager Edmonds reported, too, that Northcutt Ely, <br /> <br />counsel to the City and other municipal electric systems, has filed an intervention protest <br /> <br />with the Federal Energy Regulatory Commission, seeking a suspension for five months of APCo's <br /> <br />-- <br /> <br />new wholesale tariff and, too, seeking to present evidence that the new wholesale power rate <br /> <br />proposed by APCo is excessive. A ruling from the Commission on the suspension filing request <br /> <br />is expected within the near future. <br /> <br />City Manager Edmonds also reported on a meeting by City officials with officials of Henry <br /> <br />County and the Henry County Public Service Authority, conducted January 9, 1981, to discuss <br /> <br />financing of the City's proposed interim improvements and expansion of the City's wastewater <br /> <br />treatment plant, the results of which meeting were in the form of the following two <br /> <br />understandings: <br /> <br />1. the forthcoming long-range water development report being prepared <br />for the City by Wiley & Wilson, COnsulting Engineers, will be <br />shared with Henry County officials and will not be acted upon by <br />City Council without first obtaining input from the County of <br />Henry; and <br />2. the Henry County PSA considers itself obligated to share in the <br />cost (one-third by PSA and two-thirds by the City) of interim <br />improvements to the City's wastewater treatment plant. <br /> <br />City Manager Edmonds reported, too, on progress being made by the City administration in <br /> <br />responding to certain recommendations set forth in the City's audit report for the fiscal <br /> <br />year ended June 30, 1980, noting that of immediate concern is the development (nearing <br /> <br />completion) of a new purchasing manual or procedure for the City and the development of a <br /> <br />physical assets inventory system for the City. <br />
