<br />4 <br /> <br />TUESDAY <br /> <br />JANUARY 13, 1981 <br /> <br />by Council on August 12, 1980; and, further, the possibility of meeting these goals <br /> <br />(viz., to rehabilitate forty single-family residential units) lies with Council's approval <br /> <br />of revised guidelines, summarized as follows: <br /> <br />1. To make available non-interest bearing loans to the elderly <br />and/or handicapped; <br />2. To make available to income-eligible home owners 3% loans <br />for twelve years, with equal grant amounts; <br />3. To make available to non-income eligible owners of rental <br />property with income-eligible tenants non-matching loans <br />at 10% interest per annum, with controls over rental rates; <br />4. To enlarge the original target neighborhoods; and <br />5. To increase the maximum loan or loan/grant from $12,000 to <br />$15,000. <br /> <br />A motion, duly seconded, to adopt the proposed guideline revisions was defeated by a vote <br /> <br />of three-to-two (for: Mayor Greene and Vice Mayor Cole; against: Councilmen West, Oakes <br /> <br />and Reed, with Councilman Reed expressing favor, however, of the proposed target area <br /> <br />enlargement). Councilman Reed's motion, duly seconded, to make no changes in the adopted <br /> <br />guidelines except to approve the proposed enlargement of the target area, was replaced by <br /> <br />a motion, which was duly seconded, to "table" Councilman Reed's motion, which replacement <br /> <br />motion carried by a vote of three-to-two (for: Messrs. Greene, Cole and Reed; against: <br /> <br />Messrs. Oakes and West). <br /> <br />Upon recommendation of City Manager Edmonds, Council unanimously authorized the City and <br /> <br />its Electric Department to join with other members of the Municipal Electric Power <br /> <br />Association of Virginia, at a cost to the City of from $4,000.00 to $7,000.00 (through <br /> <br />June 30, 1981), to pursue development by the MEPAV of hydroelectric projects at various <br /> <br />Federal dam sites being released for such development by the U.S. Corps of Engineers. <br /> <br />Council also authorized the writing and forwarding of letters to U.S. Senators <br /> <br />Harry F. Byrd, Jr., and John Warner, and to Congressman Dan Daniel, seeking their assistance <br /> <br />with the reallocation by the Southeastern Power Administration, of the U.S. Department of <br /> <br />Energy, of electric energy generated by the Kerr-Philpott hydroelectric dams or systems. <br />
