<br />TUESDAY <br /> <br />JANUARY 13, 1981 <br /> <br />- <br /> <br />Upon recommendation of the City's bond counsel (viz., McGuire, Woods & Battle, represented <br /> <br />by Mr. Patrick K. Arey, Attorney at Law), in concurrence with the City's financial advisors, <br /> <br />Council called for a duly-advertised public hearing to be conducted by Council at its <br /> <br />forthcoming January 27th meeting on an additional proposed amendment to Chapter 11 of the <br />would <br />City Charter, which proposed amendment/reduce the number of votes now required to authorize <br /> <br />the issuance of general obligation bonds of the City to a majority of voters voting on the <br /> <br />question of such issuance. <br /> <br />At the request of the Downtown Business Association, represented by Mr. Robert L. Canupp, Jr., <br /> <br />Council continued to its forthcoming February 10th meeting its consideration of final enactment <br /> <br />of a complete revision (as placed on first reading by Council at its December 10th meeting) of <br /> <br />Article IV of Chapter 10 of the City Code, regulating the stopping, standing and/or parking of <br /> <br />motor vehicles within the City. Granting of said request will enable further study of the proposed <br /> <br />revision(s) by the DBA and will present the DBA, as well as other interested parties, additional <br /> <br />opportunity to formulate suggestions and recommendations relating to the proposed Article IV <br /> <br />revisions. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted (on second reading) the <br /> <br />following ordinance rescinding Section 11-18, as amended, of the City Code, which pertains to <br /> <br />the manufacturing, selling and shooting of fireworks in the City: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting held this 13th day of January, 1981, that Section <br />11-18, as amended, of the Code of the City of Martinsville, Virginia, <br />be and the same is hereby repealed and rescinded in its entirety. <br /> <br />By memorandum dated January 7, 1981, City Manager Edmonds reported that the prior-established <br /> <br />goals for the City's Housing Rehabilitation Program can not be met under the guidelines approved <br />
