<br />6 <br /> <br />TUESDAY <br /> <br />JANUARY 13, 1981 <br /> <br />Mr. Ronnie Stone, Mr. Ed Arrington, and Mrs. Linda Moore, representing the Joseph <br /> <br />Martin PTA, the Clearview School PTA, and the Druid Hills PTA, respectively, appeared <br /> <br />before Council and registered their objections to the closing of any local public <br /> <br />elementary schools, the imminency of which (i.e., closing or closings), because of <br /> <br />declining enrollments and increasing costs, was brought to the City School Board's <br /> <br />attention on January 12th by Dr. James E. Calkins, Superintendent of the City's Public <br /> <br />School System. <br /> <br />Dr. Sherman S. Dutton inquired as to the capacity of the City's wastewater plant, presently <br /> <br />and as proposed to be expanded, as well as to methods of financing its expansion. <br /> <br />Council was notified of the Virginia Municipal League's Local Government Officials Day to <br /> <br />be held in Richmond, Virginia, February 5, 1981; and, in response to an inquiry from the <br /> <br />League, members of Council agreed to continue serving on the League's several policy <br /> <br />committees of which they are now members. <br /> <br />Vice Mayor Cole informed 'Council that he has received information setting forth pertinent <br /> <br />points of legislation which might come before the 1981 Virginia General Assembly in the forms <br /> <br />of House Bills Nos. 16, 17, 18 and 19, which information is available for examination and <br /> <br />comment by members of Council. <br /> <br />Vice Mayor Cole, in reminding Council and the citizens of Martinsville of the declining <br /> <br />population trend within the City over the past ten years, urged that Council and the City <br /> <br />Manager give serious thought to ways and means (perhaps, through a special study) of <br /> <br />reversing this trend. <br />
