<br />MONDAY <br /> <br />DECEMBER 19, 1983 <br /> <br />options are worthy of further consideration, for they would provide the <br />flexibility desired in the operation of regional facilities, as well as <br />provide the means for prudently meeting both current and future finan- <br />cial requirements. The basic options are presented below: <br /> <br />OPTION NO.1: <br /> <br />-- <br /> <br />Calls for the Henry County and/or Public Service Authority's participation <br />in the proposed expansion and upgrading of the City's sewage treatment <br />plant from 6 to 8 MGD. Further, to meet the projected flow requirements <br />of Henry County and those areas now proposed to be served by the City's <br />plant pursuant to the adopted Comprehensive Sewerage Plan, Henry County <br />would require that the City's plant be subsequently expanded to 12 MGD, <br />for which the County would be expected to proportionately participate in <br />the related costs. It should be noted that the now proposed expansion <br />will result in an additional 0.67 MGD of allocated capacity to Henry County. <br />It presently has 2.0 MGD of capacity and is using about 1.5 MGD of this <br />allocation. Future flows will necessitate another expansion to 12 MGD so <br />that the County may obtain a total of 3.5 MGD of capacity. The full use <br />of the City's plant to serve those areas of Henry County per the Compre- <br />hensive Plan will further necessitate the pumping of wastewaters from the <br />South 220 and U. S. Route 58 Areas since the City's plant is upstream for <br />the areas to be served. <br /> <br />OPTION NO.2: <br /> <br />Involves the construction of a sewage treatment plant on the Smith River <br />near the confluence of Marrowbone Creek. Initially, this plant would have <br />a capacity of about 1.0 MGD. Further, the County would not participate <br />in the presently proposed enlargement of the City's plant from 6 to 8MGD, <br />but the County would retain and use its 2.0 MGD allocation in this plant. <br />This Marrowbone plant would, when required, be expanded to meet the future <br />flow needs. The option will provide for gravity flow to the new plant <br />from the South 220 Area. This same plant could in the future be expanded <br />to accommodate diverted County and/or City flows from the City's plant. <br /> <br />OPTION NO.3: <br /> <br />- <br /> <br />Provides for the diversion of wastewaters form the City's Jones Creek <br />Interceptor to the County's Koehler sewage treatment plant. It requires <br />the construction of the diversion facilities by the County, which will <br />have the capability of diverting up to at least an average of 1.5 MGD. <br />Through the diversion of sewage from the City's interceptor and plant to <br />the County's plant, a method of swapping flows would occur so that for <br />each gallon diverted, the County would have an equivalent gallon of capa- <br />city in the City's plant. Such diversion of flow will only take place <br />when the County desires additional capacity in the City's plant so as to <br />accommodate the South 220 and U. S. Route 58 Service Areas' needs. Per- <br />mission from the City will be required for the construction of the <br />diversion improvements on the City's Jones Creek Interceptor. With this <br />option the County would maintain its 2.0 MGD capacity allocation in the <br />City's plant, but would not participate in today's proposed expansion <br />from 6 to 8 MGD. As required by future flow demands, the County's Koeh- <br />ler plant would be expanded to meet the needs. <br /> <br />23: <br />
