<br />234 <br /> <br />MONDAY <br /> <br />DECEMBER 19, 1983 <br /> <br />In acceptance of an invitation extended by the Henry County Board of Supervisors <br /> <br />and pursuant to action taken thereon by Martinsville City Council at its regular <br /> <br />meeting held December 13, 1983, said Council met jointly with said Board of Super- <br /> <br />visors and the Henry County Public Service Authority at the Henry County Adminis- <br /> <br />tration Building, Monday, December 19, 1983, beginning at 1:00 P.M., for the purpose <br /> <br />of discussing and considering ways and means to meet the long-range (i.e., to the <br /> <br />year 2000) wastewater (sewage) treatment needs of both the City of Martinsville and <br /> <br />the County of Henry. All members of Council were present, viz., William C. Cole, Jr., <br /> <br />Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />Also present were administrative officials and staff personnel of the foregoing three <br /> <br />entities; Mr. William C. Overman (of William C. Overman Associates, the Public Service <br /> <br />Authority's consulting engineer); Mr. Tom E. Crush (of Wiley & Wilson, the City's <br /> <br />consulting engineering firm); interested citizens; representatives of the news media; <br /> <br />Mr. Wilbur S. Doyle, Chairman of the Martinsville-Henry County Economic Development <br /> <br />Corporation, who introduced Mr. Lawrence W. Wuensch, recently appointed by this agency <br /> <br />as its first Executive Director; and members-elect of the Board of Supervisors who <br /> <br />will take office on January 1, 1984. Presiding at this meeting was Mr. James W. <br /> <br />Wagoner, Jr., Chairman of the Board of Supervisors. <br /> <br />After the stating of the purpose of this meeting by Chairman Wagoner, Mr. Overman pre- <br /> <br />sented the following report (addressed to the Board of Supervisors) entitled, "Future <br /> <br />Sewage Treatment Needs and Basic Options for Consideration", implemented by maps <br /> <br />showing areas presently served and/or to be served by area treatment facilities as well <br /> <br />as the location of present and proposed treatment facilities: <br /> <br />As to future sewerage services within Henry County, three basic options <br />are available for consideration. For each of these estimates of con- <br />struction costs have been prepared from the most current, available data. <br />It is recognized that combinations and alternatives to each of the basic <br />
