<br />230 <br /> <br />TUESDAY <br /> <br />DECEMBER 13, 1983 <br /> <br />Circuit Court of the City of Martinsville, Virginia, be, and he here- <br />by is, authorized to accept partial payments on delinquent real estate <br />taxes, any such payments to be deposited in an escrow account identi- <br />fied by the land control number or by the taxpayer's social security <br />number until sufficient funds accumulate in said account to be applied <br />to the tax, penalty, and interest for the oldest year delinquent; and, <br /> <br />BE IT FURTHER ORDAINED that the Treasurer of the City of Martinsville, <br />Virginia, and said Clerk be, and they hereby are, directed to credit <br />any payment of local levies received first against the most delinquent <br />local account, the collection of which is not subject to a defense or <br />an applicable statute of limitations. <br /> <br />Council also unanimously adopted the following resolution, which provides for--and <br /> <br />authorizes--the conveyance of certain City-owned rights-of-way, as identified in <br /> <br />said resolution, to the Virginia Department of Highways and Transportation in con- <br /> <br />nection with the proposed Mulberry Road Extension Project: <br /> <br />WHEREAS, on June 13, 1978, the Council of the City of Martinsville, <br />Virginia, requested the Virginia Department of Highways and Trans- <br />portation to establish a highway project within the City's corporate <br />limits which, when constructed, will begin at the intersection of <br />Mulberry and Ellsworth Streets and extend generally westward to the <br />intersection of Church and Market Streets; and <br /> <br />WHEREAS, after a public hearing was conducted on said project (pro- <br />ject #UOOO-120-103, PE-l01) on December 2, 1982, the Council of the <br />City of Martinsville, by Resolution dated April 12, 1983, requested <br />the Virginia Department of Highways and Transportation to acquire <br />all rights-of-way necessary for said proposed project, conveying these <br />rights-of-way to the City of Martinsville at the appropriate time; and <br /> <br />WHEREAS, the Virginia Department of Highways and Transportation is in <br />the process of acquiring the right-of-way needed for said project; and <br /> <br />WHEREAS, the City of Martinsville owns certain property situated with- <br />in the construction limits of said project, these being identified on <br />the project plans as Parcels 089, 074 and 075; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this 13th day of December, 1983, that the <br />conveyance to the Virgnia Department of Highways and Transportation <br />of the parcels as referred to above (Parcels 089, 074 and 075), as <br />described in a deed dated October 25, 1983, and as shown on plans of <br />said project is hereby authorized, and further that Mayor William C. <br />Cole, Jr., is hereby authorized to execute said deed on behalf of <br />the City of Martinsville, Virginia. <br />
