<br />22: <br /> <br />TUESDAY <br /> <br />DECEMBER 13, 1983 <br /> <br />- <br /> <br />Engineers, to proceed with development of detailed plans and specifications for certain <br /> <br />improvements to--and expansion of--the City's Wastewater (Sewage) Treatment Plant, on <br /> <br />which cost estimates were presented by Wiley & Wilson to Council at its special meeting <br /> <br />held November 15, 1983, Council postponed action and/or further consideration thereon <br /> <br />until Council's regular meeting scheduled for January 10, 1984, pursuant to a request <br /> <br />(for such postponement) filed by a group of citizens residing in the Forest Park area <br /> <br />-- <br /> <br />through their counsel, Mr. Benjamin R. Gardner, Attorney at Law, in order that these <br /> <br />citizens might study and have access to all available data before said January 10th <br /> <br />meeting and (that) they might have an opportunity to be heard on this matter, partic- <br /> <br />ularly to be assured that the proposed improvements will ensure a continuing solution <br /> <br />to the odor problems heretofore brought to Council's attention over the last several <br /> <br />years. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following ordi- <br /> <br />nance (introduced at Council's regular meeting held November 22, 1983) which provides <br /> <br />for the acceptance of partial payments against delinquent real estate taxes, the estab- <br /> <br />lishing by the Clerk of , Martins vi lie City Circuit Court of escrow accounts therefor, <br /> <br />and the chronological sequence in which delinquent real estate tax payments are to be <br /> <br />- <br /> <br />applied, both by the Court Clerk and the City Treasurer: <br /> <br />WHEREAS, the Clerk of the Circuit Court of the City of Martinsville, <br />Virginia, is presently not authorized to accept partial payments on <br />delinquent real estate taxes; and <br /> <br />WHEREAS, an ordinance is necessary to authorize said Clerk to accept <br />such payments; and <br /> <br />WHEREAS, it is the desire of the Council of the City of Martinsville, <br />Virginia, that any tax payments be applied to the oldest year delin- <br />quent; now, therefore, <br /> <br />,- <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session held on December 13, 1983, that the Clerk of the <br />
