<br />228 <br /> <br />TUESDAY <br /> <br />DECEMBER 13, 1983 <br /> <br />that portion of property owned by The Lester Group, Inc., identified <br />as "Parcel C", which lies within the City's corporate limits and is <br />situated on the north side of Commonwealth Boulevard at the City's <br />west corporate limits. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after December 14, 1983. <br /> <br />In a companion action, Council approved (for execution by City Manager Edmonds, on behalf <br /> <br />of the City) a proposed agreement with The Lester Group, Inc., whereby, subject to the <br /> <br />terms and conditions therein, and to concurrence by the Henry County Public Service <br /> <br />Authority as to sewer service, the property hereinabove rezoned for The Lester Group <br /> <br />and that portion situated outside the City's west corporate limits can be provided <br /> <br />City water and sewer services. <br /> <br />Pursuant to required public notice, as duly advertised, Council conducted a public <br /> <br />hearing on two proposed amendments (as hereinafter set forth) to the City's 1983-84 <br /> <br />budget. There being no objections registered, Mayor Cole declared the public hearing <br /> <br />closed; whereupon motion, duly seconded and unanimously carried, Council so amended <br /> <br />said budget by appropriating (from the respective funds' surplus accounts) the fol- <br /> <br />lowing amounts for the following purposes in conjunction with Council's actions <br /> <br />thereon at its regular meeting held November 22, 1983: <br /> <br />GENERAL FUND (Line Item 01 810600 5604040) <br /> <br />Land Purchases for Regional Library . . . . <br /> <br />$136,500.00 <br /> <br />ELECTRIC FUND (Line Item 14 950200 3002000) <br /> <br />Study on Desiltation of City's Smith River <br />Hydro-Plant Impounding Reservoir. . . <br /> <br />$ 14,300.00 <br /> <br />In connection with a proposal that Council authorize Wiley & Wilson, Consulting <br />
