<br />l (.'0 <br />, /"./ <br /> <br />TUESDAY <br /> <br />NOVEMBER 22, 1983 <br /> <br />Mr. James K. Sells, CPA, presented to Council his Report on Audit of the City's <br /> <br />financial transactions and condition for the City's fiscal year ended June 30, 1983, and, <br /> <br />in so doing, reviewed with Council his opinion letter and his management letter in which <br /> <br />(as to the latter) he could come to no conclusion as to the causes for a cash discrepancy <br /> <br />(involving three separate items and a total of less than a thousand dollars) in the City <br /> <br />recommended <br />Treasurer's accounts. While noting that some of his prior/procedures have been effected, <br /> <br />Mr. Sells pointed up the need to institute certain other procedures in the maintenance of <br /> <br />financial records and transactions as well as recommended that the City's delinquent real <br /> <br />estate tax collector be assigned the responsibility for enforcing the collection of del in- <br /> <br />quent personal property taxes. Meanwhile, City Manager Edmonds indicated that he and City <br /> <br />Treasurer John W. Bouldin, Jr., will respond formally to the auditor's findings and recom- <br /> <br />mended procedures, with a plan for action to implement, at Council's forthcoming December <br /> <br />13th meeting. <br /> <br />Council accepted for introduction, and for further consideration and/or adoption at its <br /> <br />forthcoming December 13th meeting, an ordinance which will authorize the establishing by <br /> <br />the Clerk of City Circuit Court of an escrow account for acceptance and custody of partial <br /> <br />payments on delinquent real estate taxes under his jurisdiction and, also, will direct <br /> <br />both the Clerk of Circuit Court and the City Treasurer to credit payments against local <br /> <br />levies first against the "oldest" or most delinquent accounts. <br /> <br />Upon recommendation of City Manager Edmonds, Council unanimously adopted the following <br /> <br />five criteria, as incorporated in Mr. Edmonds' report on delinquent real estate tax col- <br /> <br />lections and procedures presented to Council at its November 8th meeting, by which <br /> <br />Council will receive and consider future requests for waiver of penalties and interest <br /> <br />accrued on unpaid real estate taxes, noting that the existence of any of these criteria <br />
