<br />I) I <br />/.owl/. <br /> <br />TUESDAY <br /> <br />NOVEMBER 22, 1983 <br /> <br />-, <br /> <br />will indicate that the taxpayer is not at fault: <br /> <br />1. An attorney was engaged to perform title check, and the <br />delinquency was overlooked; <br /> <br />2. The property was inherited or acquired by gift, and the <br />delinquency occurred prior to the inheritance or acqui- <br />sition by gift; <br /> <br />3. <br /> <br />The delinquency occurred under a joint tenancy with sur- <br />vivorship (as in husband/wife) and where only one of the <br />joint tenants is surviving; <br /> <br />- <br /> <br />4. The records show that the tax ticket was mailed to an <br />erroneous address (other than that of the present owner); <br />and <br /> <br />5. Failure to pay the tax was due to some other administrative <br />error on the part of the City. <br /> <br />Upon recommendation of City Manager Edmonds, Council authorized the entering into a con- <br /> <br />tract with Sachs/Freeman Associates, Inc., for consultant services (at a cost of $8,479.00 <br /> <br />which is included in the City's current budget) toward--and in preparation for--the up- <br /> <br />grading of the Police Department's radio system. <br /> <br />Also, upon City Manager Edmonds' recommendation, Council authorized the entering into a <br /> <br />contract with Wiley & Wilson, Consulting Engineers, for a study to determine the feasi- <br /> <br />bility of removing or dredging silt which has accumulated at the City's hydroelectric im- <br /> <br />poundment dam, which accumulation is increasingly and adversely affecting the generation <br /> <br />of electric energy at this site as well as causing damage to the generation equipment. <br /> <br />Council unanimously authorized, for execution by City Manager Edmonds on behalf of the <br /> <br />City, the renewal of a lease agreement with H. Banks Pannill, et ai, for a period of five <br /> <br />years beginning January 1, 1984, by which the City will continue to provide free off- <br /> <br />street parking at the "Depot Street Parking Lot", under which renewed lease agreement <br />
