I) I /.owl/. TUESDAY NOVEMBER 22, 1983 -, will indicate that the taxpayer is not at fault: 1. An attorney was engaged to perform title check, and the delinquency was overlooked; 2. The property was inherited or acquired by gift, and the delinquency occurred prior to the inheritance or acqui- sition by gift; 3. The delinquency occurred under a joint tenancy with sur- vivorship (as in husband/wife) and where only one of the joint tenants is surviving; - 4. The records show that the tax ticket was mailed to an erroneous address (other than that of the present owner); and 5. Failure to pay the tax was due to some other administrative error on the part of the City. Upon recommendation of City Manager Edmonds, Council authorized the entering into a con- tract with Sachs/Freeman Associates, Inc., for consultant services (at a cost of $8,479.00 which is included in the City's current budget) toward--and in preparation for--the up- grading of the Police Department's radio system. Also, upon City Manager Edmonds' recommendation, Council authorized the entering into a contract with Wiley & Wilson, Consulting Engineers, for a study to determine the feasi- bility of removing or dredging silt which has accumulated at the City's hydroelectric im- poundment dam, which accumulation is increasingly and adversely affecting the generation of electric energy at this site as well as causing damage to the generation equipment. Council unanimously authorized, for execution by City Manager Edmonds on behalf of the City, the renewal of a lease agreement with H. Banks Pannill, et ai, for a period of five years beginning January 1, 1984, by which the City will continue to provide free off- street parking at the "Depot Street Parking Lot", under which renewed lease agreement
