<br />J8 <br /> <br />TUESDAY SEPTEMBER 27, 1983 <br /> <br />of Court, under date of June 17, 1969. Additional information presented to Council <br /> <br />indicated that the former City Commissioner of the Revenue, Mr. D. B. Hanel, would not <br /> <br />forego the assessing of taxes on these properties until a deed of conveyance was <br /> <br />executed and recorded, now a matter of record under date of June 28, 1973. On advice of <br /> <br />City Attorney Worthy, Council unanimously declared the 1972-73 assessments as being <br /> <br />erroneous as well as exonerated the assessed-and-unpaid taxes, plus penalties and interest. <br /> <br />- <br /> <br />In anticipation of amending the City's 1983-84 budget to provide funds for the purchase of <br /> <br />two lots at or near the Finley Street-Spruce Street intersection from Mrs. Agnes M. Davis <br /> <br />for the sum of $9,000.00, as authorized by Council on September 13, 1983, for the recon- <br /> <br />struction-realignment of said Finley Street to intersect Spruce Street opposite the <br /> <br />Jefferson Circle intersection, and for reconstruction-realignment costs estimated to <br /> <br />be $6,000.00, Council directed that a duly-advertised public hearing be conducted by <br /> <br />Council for the purpose of amending said 1983-84 budget accordingly. <br /> <br />Council acknowledged receipt of Vice-Mayor Oakes' report on the recently-held Virginia <br /> <br />Municipal League conference in Williamsburg, Virginia, at which Mr. Oakes was the City's <br /> <br />official voting delegate. <br /> <br />- <br /> <br />Council also acknowledged comments offered in person by Mr. Robert S. Johnson, of 1161 <br /> <br />Yorkshire Road, on the prompt and/or on-going responses by the City to certain needs <br /> <br />(in his area) brought to the City's attention by Mr. Johnson. <br /> <br />- <br /> <br />City Manager Edmonds reported that the special committee studying the City's employee <br /> <br />group medical insurance program will be receiving bids on October 17, 1983, for a re- <br /> <br />vised insurance program and will submit its recommendations thereon at Council's <br />
