<br />184 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 27, 1983 <br /> <br />establish and promulgate the following procedure for implementing <br />the disclosure requirements for local officers and employees of <br />the City of Martinsville covered by the Comprehensive Conflict of <br />Interest Act: <br /> <br />1. Real Estate Disclosure Statements required by the Act shall <br />be filed by all members of the planning commission and board <br />of zoning appeals, and by the city manager, commissioner of <br />revenue, city real estate assessor and any assistant city real <br />estate assessor on or before January 15 of each and every year. <br /> <br />2. Financial Interest Disclosure Statements required by the Act <br />shall be filed by all members of the city council on or before <br />January 15 of each and every year. <br /> <br />3. All disclosure statements shall be filed with the clerk of the <br />Martinsville City Council. <br /> <br />4. On or before January 31 of each and every year the clerk of the <br />Martinsville City Council shall inform the Commonwealth's <br />Attorney of the City of Martinsville in writing of the names, <br />addresses, and official positions of each and every person <br />required to file a disclosure statement who has failed to file <br />such statement as required or of the fact that all disclosure <br />statements have been duly filed. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved a change in, or <br /> <br />amendment to, the By-Laws of the Martinsville-Henry County Economic Development Cor- <br /> <br />poration, as recently adopted by this agency, whereby the terms of the members of its <br /> <br />Board of Directors will be "staggered", with the present members thereof having <br /> <br />already drawn "lots" in implementation of this change or amendment. <br /> <br />By letter dated September 6, 1983, the Three-T Corporation, through its Corporate <br /> <br />Secretary, Mr. John W. Holmes, requested that real estate taxes for the years 1972 and <br /> <br />1973, plus penalties and interest, assessed against petitioner on two tracts of land <br /> <br />off Roundabout Road, which were dedicated as "Park Areas" in 1969, be waived inasmuch <br /> <br />as the Planning Commission approved a subdivision plat reflecting the dedication of <br /> <br />these two tracts, as recorded in Map Book No. 11, page 40, in the office of the Clerk <br />
