<br />18 <br /> <br />SEPTEMBER 27, 1983 <br /> <br />TUESDAY <br /> <br />- <br /> <br />Council unanimously accepted, for consideration at 1984-85 budget-preparation time and <br /> <br />for possible inclusion in the City's 1984-85 budget, a petition seeking the construction <br /> <br />of curb-and-gutter (on a shared-cost basis) along both sides of Finley Street, from <br /> <br />Mulberry Road to Spruce Street, and the construction of sidewalk along one side of this <br /> <br />street. This petition carried 100% participation on the part of property owners and <br /> <br />was supported in person by several citizens present, among whom was Mrs. Marvin D. Ponton <br /> <br />- <br /> <br />(of 708 Finley Street), as well as by letter from Mr. & Mrs. W. L. Criss, of 704 Finley <br /> <br />Street. In accepting this petition, members of Council expressed hope that the project, <br /> <br />if and when approved, can be expedited and correlated with the authorized improvements <br /> <br />to Spruce Street (800-900 blocks) which Assistant City Manager-Public Works Director <br /> <br />George W. Brown indicated will begin before the forthcoming winter, with completion <br /> <br />thereof in the spring of 1984, including the realignment of Finley Street at and near <br /> <br />Spruce Street, for which the purchase of necessary property was authorized by Council on <br /> <br />September 13, 1983. Meanwhile, City Manager Edmonds pointed out that the proposed <br /> <br />Finley Street project (i.e., curb-and-gutter and sidewalk) is not included in the City's <br /> <br />adopted seven-year improvements program and (that) the insertion of this project therein <br /> <br />may well delay some other program projects, contingent upon funding. <br /> <br />City Commonwealth's Attorney J. Randolph Smith, Jr., appeared before Council and briefed <br /> <br />the Council on the requirements for filing disclosure statements by certain City officials <br /> <br />and/or employees, pursuant to the 1983 Conflict of Interest Act enacted and/or revised by <br /> <br />the 1983 Session of the Virginia General Assembly and, in addition, filed with the Clerk <br /> <br />of Council certain procedures pertaining thereto, promulgated by Mr. Smith, effective <br /> <br />September 1, 1983, as follows: <br /> <br />- <br /> <br />Pursuant to the provisions of Section 2.1-632B of the Code of <br />Virginia (1950), I, J.
