<br />186 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 27, 1983 <br /> <br />following October 25th meeting, and that it is necessary, to which Council concurred, <br /> <br />to continue the present coverage program (at new rates) with the City's present carrier, <br /> <br />Connecticut General Life Insurance Company. <br /> <br />City Manager Edmonds also reported on the status of the Leatherwood Creek Raw Water Line <br /> <br />Project, being a proposed 24-inch line from Leatherwood Creek to the City's water <br /> <br />filtration-treatment plant, for which bids have been received by the Henry County Public <br /> <br />Service Authority and on which construction is expected to begin by mid-October, pending <br /> <br />a resolution of a dispute (involving right-of-way necessary for the project) between the <br /> <br />PSA and one county property owner. As to rights-of-way within the City required for the <br /> <br />project, Council was informed that acquisition procedures are underway and on schedule. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to <br /> <br />Sections 2.1-344(a)(2) and 2.1-344(a)(6) of the CODE OF VIRGINIA (1950, and as amended), <br /> <br />Council convened into an Executive Session for the purposes of (1) considering the <br /> <br />possible disposal of publicly-held property and (2) considering--and being briefed by <br /> <br />legal counsel on--a matter involving potential litigation, viz., the request (presented <br /> <br />to Council at its meeting held September 13, 1983) from the Martinsville-Henry County <br /> <br />Voters League that a "ward" system be instituted for future councilmanic elections. On <br /> <br />this latter matter, representatives of the Voters League and their consultant, The <br /> <br />Reverend Curtis Harris, of the Southern Christian Leadership Conference, convened with <br /> <br />Council in the Executive Session conducted thereon. Upon reconvening into regular <br /> <br />session, Council took no action on the matter concerning the possible disposal of <br /> <br />publicly-held property whereas, as to the Voters League request, Council received in <br /> <br />public the presentation previously made by Mr. Harris in Executive Session, in which Mr. <br /> <br />Harris described the City's present "at-large" councilmanic election system as being a <br />
