<br />17 <br /> <br />TUESDAY <br /> <br />AUGUST 23, 1983 <br /> <br />Because the circumstances related to Miss Ella N. Turner's request for waiver of <br /> <br />penalty and interest on unpaid 1972 taxes on her property (Lot No. 31) on Burchland <br /> <br />Drive did not meet the City's guidelines for waiving penalties and interest, Council <br /> <br />unanimously denied Miss Turner's request. <br /> <br />After determining that fault does not lie with the present owner (viz., the late <br /> <br />Mrs. Millie D. Boothe) of property at 327 Clift Street for failure to pay 1971 taxes <br /> <br />due on said property, Council unanimously authorized and directed that penalties and <br /> <br />interest accrued on said taxes be waived, upon the condition that said taxes be paid <br /> <br />within thirty days. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved a proposed amend- <br /> <br />ment to Section 5.02 of the charter of the Central Piedmont Employment Consortium by <br /> <br />the adding to said section certain definitions and conditions recommended by the <br /> <br />Central Piedmont Policy Board under date of August 9, 1983. <br /> <br />- <br /> <br />Council also unanimously approved certain revisions (required by amendments to the <br /> <br />Commonwealth of Virginia's Public Procurement Act, 1983 General Assembly Session) to <br /> <br />the City's Purchasing Manual, as set forth in City Manager Edmonds' memorandum report <br /> <br />thereon dated August 17, 1983. <br /> <br />Upon being informed that Mayor Cole will not be attending the business session of the <br /> <br />forthcoming Virginia Municipal League Conference on September 20th, Council unanimously <br /> <br />designated Vice-Mayor Oakes as its official voting delegate at said business session, <br /> <br />with authority given to Mr. Oakes to designate an alternate voting delegate, if the need <br /> <br />arises. <br />
