1~9 ( '..1 TUESDAY AUGUST 23, 1983 Upon being informed by Vice-Mayor Oakes that he will attend the forthcoming annual meeting of the National League of Cities (in New Orleans, Louisiana, November 27th- 30th) if Council so desires, Council left the decision with Mr. Oakes and to his discretion whether the City should be represented at this meeting. Council acknowledged, with "thanks", a report on the activities of the Martinsville- Henry County Housing Services Office for the year ended June 30, 1983. Council acknowledged receipt of reports prepared by Assistant City Manager-Public Works Director George W. Brown for City Manager Edmonds (under dates of August 4th and August 19th) concerning the estimated costs of either relocating electric lines over- head (at $63,100) or placing such lines underground (at $320,200) during the authorized widening and improving of Spruce Street between Mulberry Road and Parkview Avenue. City Manager Edmonds informed Council that the Henry County Public Service Authority has recently received bids for the construction of a 24" raw water line (and appurte- nances) from Leatherwood Creek to the City's water treatment plant, cost of which (plus land acquisitions and easements, engineering costs and contingencies, and interest during construction) is now estimated to be $2,285,166.50, of which the City's 90% share, pursuant to agreement with the PSA, will be $2,056,650.00, with ways and means of financing of the City's share to be suggested by Mr. Edmonds in the near future. In accordance with the requirements of Sections 2.1-344(a)(1) and 2.1-344(a)(2) of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and unanimously carried by a recorded vote, Council convened into an Executive Session for the following purposes:
