1.70

TUESDAY

AUGUST 23, 1983

expert and professional to look after the City's best interest in this field, not to

accept his recommendations appears to be incongruous. Meanwhile, Vice-Mayor Oakes, noting

that--based on the lowest of the new rates submitted--a continuation of the present cover-

age plan for City employees would cost only three dollars more per month per employee, ex-

pressed his preference that the present plan for City employees be continued (as opposed to

the recommended comprehensive major medical plan). Upon being informed that the City

School Board has postponed action on the bids submitted for medical coverage insurance for

its personnel and has, also, requested that City Council defer action, pending study by

both Council and the School Board, Councilman West withdrew his previously-presented motion

to accept the consultant's recommendations; whereupon a new motion, duly seconded, Council

unanimously voted to defer action as requested, pending study by representatives of the

City (Vice-Mayor Oakes and City Manager Edmonds) and the School Board, with the assistance

of the insurance consultant, and to continue the present-plan coverage for City employees

through Connecticut General for the month of September at the new rates proposed by Connect-

icut General. (Note: Based on rates quoted per employee, 240 employees, 124 of whom carry

dependent or family coverage, the bids were as follows, with some comparison with the pre-

sent plan costs, i.e., percentage increases over present plan costs shown in parentheses):

PRESENT PLAN (BASIC & MAJOR MEDICAL)

EMPLOYEE DEPENDENT TOTAL
Current Costs (thru CG) $124,704 $ 81,498 $206,202
Connecticut General Bid $163,757 (31%) $114,100 (40/0 ) $277 ,857 (35%)
BC-BS of Virginia Bid $151,258 (21%) $ 99,636 ( 22(0) $250,894 ( 22/0)
BC-BS of SW Virginia Bid $181,584 (46/0) $140,735 (73%) $322,319 (56/0)
RECOMMENDED PLAN (MAJOR MEDICAL)
Connecticut General Bid $157,853 (27% ) $112 , 344 (38/0) $270,197 (31/0)
BC-BS of Virginia Bid $141,350 ( 13/0) $ 92,345 ( 13/0) $233,695 ( 13/0)
BC-BS of SW Virginia Bid $143,107 (15/0) $110,916 (36/0) $254,023 (23%)
