<br />iH: <br /> <br />TUESDAY <br /> <br />AUGUST 9, 1983 <br /> <br />under his jurisdiction (many of whom may receive additional increases during the year <br /> <br />for merit and tenure under the City's pay plan) and after noting that increases allowed <br /> <br />City School Personnel and certain constitutional officers and employees are greater per- <br /> <br />centage-wise than the VSRS cost assumption, and after commending City Manager Edmonds <br /> <br />for his exceptional ability, judgment and performance, Councilman West proposed that, <br /> <br />effective September 1, 1983, Mr. Edmond's salary be increased by 5%. Inasmuch as <br /> <br />approval of this proposal would constitute an amendment to (i.e., increase in) the City's <br /> <br />current budget and, therefore, would first require a public hearing thereon (pursuant to <br /> <br />State statutes), Councilman West introduced a motion, duly seconded, to conduct such a <br /> <br />hearing at Council's forthcoming August 23rd meeting. All members of Council, with the <br /> <br />exception of Mayor Cole (who abstained), voted in favor of the motion, as introduced. <br /> <br />City Manager Edmonds informed Council that, in connection with the proposed expansion by <br /> <br />the City and the Henry County PSA of their wastewater (sewage) treatment plants, details <br /> <br />of which are under study in association with the several regulatory agencies involved, <br /> <br />the State Water Control Board proposes to amend its 1976 Plan (as it applies locally) <br /> <br />whereby a water quality monitoring of Smith River will be instituted before, during and <br /> <br />after expansion (or construction). City Manager Edmonds further pointed out that the <br /> <br />monitoring will be conducted by the Henry County PSA for both the PSA and the City of <br /> <br />Martinsville, subject to approval by both jurisdictions of an agreement to be presented <br /> <br />to Council at its forthcoming August 23rd meeting, with the cost for the first year of <br /> <br />the monitoring program estimated at some $15,000.00, 75% thereof to be funded by the <br /> <br />State of Virginia and the remaining 25% shared equally by the City and the Henry County <br /> <br />PSA. <br /> <br />City Manager Edmonds presented a comprehensive report, as prepared by Administrative <br />
