Michael Grubbs, of the activities of the City's personnel division for the <br /> <br />year ended June 30, 1983, noting that the employee turn-over rate (of 5%) represents de- <br /> <br />creases from prior years, that the number of applications also decreased, that only one <br /> <br />of each eighteen applicants was employed during 1982-83, that no formal grievances were <br /> <br />filed during 1982-83, that the City's recently-amended pay plan is working satisfactorily, <br /> <br />that educational courses are being made available to City employees (at the City's expense) <br /> <br />toward improving their job performance and their abilities, and (that) a deferred compen- <br /> <br />sation plan (through the International City Managers Association) has been installed for <br /> <br />those City employees who wish therein to participate. (Note: This report pertained only <br /> <br />to permanent positions under the jurisdiction of the City Manager.) In accepting this <br /> <br />report, Council commended City Manager Edmonds and Administrative Assistant J. Michael <br /> <br />Grubbs for their excellent administration of the responsibilities and duties of the <br /> <br />Personnel Division. In response to an inquiry from Mr. Clyde L. Williams, who expressed <br /> <br />concerns that a disproportionate number of minority citizens are represented among the <br /> <br />City's employees and/or among those filling vacancies, City Manager Edmonds indicated <br /> <br />that copies of this report will be made available to interested citizens. <br /> <br />Pursuant to Sections 2.1-344(a)(1) and 2.1-344(a)(2) of the CODE OF VIRGINIA (1950, and <br /> <br />as amended), and upon motion (duly seconded and unanimously carried), Council convened <br /> <br />into an Executive Session for the purposes of (1) considering nominees for appointment <br /> <br />to the City's Transportation Safety Commission to fill the vacancy thereon, (i.e., to <br /> <br />succeed Mayor William C. Cole, resigned, for his unExpired term ending December 31, 1986), <br /> <br />and (2) to consider a real estate matter, involving usage of certain City-owned real <br /> <br />property. Upon reconvening into regular session, Council unanimously appointed Mr. Clyde <br /> <br />L. Williams to fill the vacancy (as cited hereinbefore) on the Transportation Safety <br /> <br />Commission; however, Council took no action on the matter involving City-owned real <br />
