<br />1 h') <br />-'-}.~ <br /> <br />TUESDAY <br /> <br />AUGUST 9, 1983 <br /> <br />Administration has approved a grant allocation of $1,777,777.00 to finance the cost of <br /> <br />extending the Airport's runway, the result of which should make for a much safer environ- <br /> <br />ment for aircraft operating in and out of Blue Ridge Airport as well as a significant <br /> <br />economic boost for the community. Mr. Lester further stated in his letter that the grant <br /> <br />allocation requires 90% Federal funding, 5% State of Virginia funding, and 5% local fund- <br /> <br />ing, with the local funding being shared equally between the County of Henry and the City <br /> <br />of Martinsville, or $44,444.00 from each of the two local jurisdications, less any local <br /> <br />funds advanced for the Master Plan preparation and the required Environmental Impact <br /> <br />Study. Accordingly, inasmuch as the City of Martinsville had advanced the sum of $7,500 <br /> <br />toward the cost of the Master Plan and the Impact Study, the amount now being requested <br /> <br />from the City was listed at $36,944.00. Mr. William F. Franck, representing the <br /> <br />Authority in person, imformed Council that bids received for the construction project <br /> <br />indicate that funds will be available also to make other improvements to the Airport's <br /> <br />facilities. Mayor Cole then presented a brief review of the development history of the <br /> <br />Blue Ridge Airport, from its early days at the City's Industrial Park and the transition <br /> <br />therefrom to its present site off Route 58, near Spencer, Virginia; and, Councilman West <br /> <br />commended those interested citizens "...who have brought the airport along with their <br /> <br />time and money". Because the honoring of this request, if granted, would constitute an <br /> <br />amendment to (i.e., increase in) the City's current budget and, therefore, require a <br /> <br />public hearing thereon (as required by Section 15.1-162.1 of the CODE OF VIRGINIA), <br /> <br />Council unanimously called for such a public hearing, duly advertised, to be conducted <br /> <br />at Council's forthcoming August 23rd meeting. <br /> <br />After pointing out that the City's adopted 1983-84 budget provides, in the way of salary <br /> <br />increase for City Manager Edmonds, only that the City assume Mr. Edmonds'employee con- <br /> <br />tribution to the Virginia Supplemental Retirement System, as was provided for employees <br />
