<br />1.6 <br /> <br />TUESDAY <br /> <br />AUGUST 9, 1983 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, August 9, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />- <br /> <br />Following the invocation and Mayor Cole's welcome to visitors present, Council unani- <br /> <br />mously approved--as recorded--the minutes of its special meeting held July 25, 1983, <br /> <br />and of its regular meeting held July 26, 1983. <br /> <br />Pursuant to Section 15.1-162.1 of the CODE OF VIRGINIA (1950, and as amended), Council <br /> <br />conducted a duly-advertised public hearing on a proposal to amend the City's current bud- <br /> <br />get by re-appropriating (from surplus of the funds involved) monies to honor certain out- <br /> <br />standing purchase orders and/or contracts at June 30, 1983, which purchase orders and/or <br /> <br />contracts, in accordance with accepted accounting principles, were disencumbered at the <br /> <br />close of the City's 1982-83 fiscal year. There being no persons present desiring to <br /> <br />speak to this matter, Mayor Cole declared the public hearing closed; whereupon motion, <br /> <br />duly seconded and unanimously carried, Council amended the current budget by appropri- <br /> <br />- <br /> <br />ating (from surplus of the funds involved) the following sums required to honor said <br /> <br />purchase orders and/or contracts, for which a detailed listing was provided Council: <br /> <br />TOTAL <br /> <br />$82,901. 95 <br />823.75 <br />1,316.58 <br />754.75 <br /> <br />$85,797.03 <br /> <br />General Fund <br />Water Fund . <br />Sewer Fund . <br />Electric Fund <br /> <br />By letter (dated July 27, 1983, addressed to Mayor Cole), Mr. Morton W.
