Dr. Holsinger further asserted <br /> <br />that the cost for underground services has escalated considerably in recent years and <br /> <br />suggested that the proposed ordinance might continue this escalation and, thereby, <br /> <br />discourage the installation of underground services. City Manager Edmonds, while <br /> <br />noting that he is unaware of any escalation of charges and that the proposed ordinance <br /> <br />would have no adverse effect upon such charges, indicated that he would "follow up" on <br /> <br />Dr. Holsinger's concern and confer with him thereon. Meanwhile, Mr. & Mrs. B. I. <br /> <br />Atkins, of 908 Spruce Street, strongly recommended that the City's present overhead <br /> <br />electric facilities along the 800-900 blocks of Spruce Street be placed underground <br /> <br />in conjunction with the recently-authorized street improvements to be made along this <br /> <br />section of Spruce Street, the additional cost of which is not now known. A motion <br /> <br />(duly seconded) to adopt the amending ordinance, at introduced and as follows, was <br /> <br />unanimously carried. <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session held on July 26, 1983, that Sec. 10.1 of the Terms and <br />Conditions of Electric Service be amended as follows: <br /> <br />ELECTRIC SERVICE <br />ARTICLE X <br />Extension of Service <br /> <br />Sec. 10.1 General <br /> <br />The City will supply and meter service at one delivery point <br />through the facilities of a kind and type of transmission or <br />distribution line or substation equipment normally provided <br />by the City. Whenever a customer requests the City to supply <br />electricity in a manner which requires equipment and facilities <br />other than that which the City would normally provide, or when- <br />every such facilities are required to serve new or increased <br />loads requiring an extension of primary and transmission facil- <br />ities beyond one mile, the customer will pay the City a <br />Contribution in Aid-of-Construction equal to the cost of all <br />such additional facilities. <br /> <br />The City will, for one single phase service up to and including <br />
