<br />J5 <br /> <br />TUESDAY JULY 26, 1983 <br /> <br />kept on the premises for a time). After some discussion of this matter, a motion (duly <br /> <br />seconded) to adopt the proposed amending ordinance was made and was carried by a vote <br /> <br />of three-to-two (Mrs. Severt and Messrs. Oakes and Reed voting for the motion and Messrs. <br /> <br />Cole and West voting against the motion). The ordinance, as adopted, follows: <br /> <br />-- <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session held on July 26, 1983, that Section 5-20 of the <br />Code of the City of Martinsville, Virginia (1983) be, and the same <br />hereby is, amended to read as follows: <br /> <br />Sec. 5-20. Keeping of other livestock and poultry prohibited; <br />exception. <br /> <br />It shall be unlawful for any person to keep within the City <br />any horse, mule, cow, donkey, chicken, turkey, duck or other <br />like animal classified as livestock or fowl, provided that, how- <br />ever, any person presently keeping any such animal or fowl under <br />a current permit to do so issued by the director of public <br />health may continue to keep such animal or fowl, subject to the <br />following provisions: <br /> <br />(1) Such person shall annually make application to <br />the director of public health for a renewal of <br />said permit; the director of public health may <br />require that the renewal application be accom- <br />panied by the written consent, to the keeping of <br />such animal or fowl, of any adult person residing <br />or doing business within a distance of three hun- <br />dred (300) feet from the location of any pen, cage <br />or stable. <br /> <br />(2) The animal warden shall be given a copy of any <br />permit issued under this section. <br /> <br />In continuation of its consideration of a proposed ordinance (No. 83-5), as introduced <br /> <br />at Council's July 12th meeting, to amend Section 10.1 of the City's Terms and Conditions <br /> <br />of Electric Service (as to Aid-of-Construction charges), Council was urged by Dr. Donald <br /> <br />R. Holsinger (owner of Stratford Square Apartments) to encourage--by offering incentives, <br /> <br />such as reduced electric service installation charges, to property developers--the con- <br /> <br />struction of underground electric service facilities whereby property developments would <br />
