<br />150 <br /> <br />TUESDAY <br /> <br />JULY 26, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, July 26, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members of Council being present, <br /> <br />viz., William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. <br /> <br />Severt; and Francis T. West. <br /> <br />Following the invocation and Mayor Cole's welcome to visitors present, Council unani- <br /> <br />mously approved--as recorded-- the minutes of its regular meeting held July 12, 1983. <br /> <br />Continuing consideration from its July 12th meeting of a request for waiver of interest <br /> <br />and penalties accrued against 1966 delinquent property taxes on property at 906 Spruce <br /> <br />Street, as filed by Mr. Robert F. Becker and his wife (Mary Martha Woody), the present <br /> <br />owners who acquired this property in 1979 from Ms. Geraldine M. Earles, Council deter- <br /> <br />mined--on the basis of evidence presented by Mr. & Mrs. Becker--that the Beckers are <br /> <br />not at fault for the non-payment of the 1966 taxes (in the amount of $136.00) which, at <br /> <br />that time, were billed to the then-owners (Fred M. & Mary Ford Robbins) and, accordingly, <br /> <br />granted the Beckers' waiver request by authorizing and directing the City Circuit Court <br /> <br />Clerk to waive said penalties and interest upon the condition that the taxes due for <br /> <br />1966 be paid within thirty days. <br /> <br />With reference to an ordinance (No. 83-4) introduced at Council's July 12th meeting, pro- <br /> <br />posing to amend Section 5-20 of the City Code to the extent of prohibiting the keeping of <br /> <br />livestock and fowl (except where "grandfathered") within the City, Mayor Cole reiterated <br /> <br />his previously-expressed opinion that the proposed ordinance, if adopted, could be too <br /> <br />restrictive--an opinion concurred in by Councilman west--as well as could adversely <br /> <br />affect certain local school kindergarten projects (wherein baby chicks are hatched and <br />
