Appearing before Council in connection <br /> <br />with this matter was Mrs. Kathleen Y. Bluhm, owner-operator of Bluhm's Business & Pro- <br /> <br />fessional Exchange, Collinsville, Virginia, and her husband, Mr. Pete Bluhm, who ex- <br /> <br />plained the role of this exchange in assigning nursing personnel to private-duty cases <br /> <br />as well as the fact that such personnel, although they pay the cost of their fringe <br /> <br />benefits and of other requirements normally paid by an employer for its employees, are <br /> <br />performing nursing services no different from those performed by like personnel employed <br /> <br />by hospitals, physicians, etc., and, therefore, should not be "singled out" for local <br /> <br />licensing and taxation. <br /> <br />Council acknowledged receipt of--and took action on, as hereinafter recorded--the <br /> <br />Martinsville Transportation Safety Commission's report in which the Commission on <br /> <br />June 24th unanimously approved the City administrationJs plan to widen and improve <br /> <br />Spruce Street between Mulberry Road and Parkview Avenue. This plan calls for a 36-foot <br /> <br />wide street to be centered within the 50-foot right-of-way, for a sidewalk to be con- <br /> <br />structed on the north side of this street section, for the elimination of all on- <br /> <br />street parking of vehicles, and for traffic channelization at intersections. Appearing <br /> <br />in opposition to the proposed ban on on-street parking were members of the Basha family <br /> <br />residing at 910 Spruce Street, who maintained that such a ban would allow for no <br /> <br />visitation for special occasions or for repair service vehicles unless the vehicles <br /> <br />are parked quite some distance away. Also, Mr. Brent Westwood, residing at 911 Spruce <br /> <br />Street, appeared before Council in connection with this matter and, suggesting that <br /> <br />the proposed plan does not respond to the long-range needs but would only open up a <br /> <br />"drag-strip" along this section and, thereby, present additional traffic hazards, urged <br /> <br />Council to continue this matter for additional <br /> <br />consideration by taking into account <br />
