Mrs. <br /> <br />Becker viewed the proposed widening project as having no merit or benefit and, there- <br /> <br />fore, would represent a waste of money and, in addition, would cTeatehazards to safety <br /> <br />through an anticipated increase in traffic volume. <br /> <br />Council accepted with appreciation--and concurred in the proposals of--a report to <br /> <br />City Manager Edmonds from Assistant City Manager-Public Works Director George W. <br /> <br />Brown pertaining to the need to reverse the deterioration in the roadway surface of <br /> <br />Spruce Street, from Prospect Hill Drive to the City's east corporate limits, by resur- <br /> <br />facing and stabilizing those portions of the street which lie within the City in the <br /> <br />manner the State Highway Department is scheduling for those portions which lie within <br /> <br />Henry County, inasmuch as the requested reconstruction-relocation of this street <br /> <br />probably will not be undertaken by the State before the late 1980's. <br /> <br />Council unanimously approved City Manager Edmonds' proposal, in view of the interest <br /> <br />expressed by volunteer fire departments within Henry County to purchase from the City <br /> <br />a 1957-year fire truck soon to be declared as surplus, to depart from the City's <br /> <br />established policy of disposing of surplus items through public auctions and in this <br /> <br />instance to take bids from these volunteer fire departments, with a minimum bid of <br /> <br />$2,000.00, for this fire truck. <br /> <br />Council concurred in the concerns recently expressed by the City Administration to <br /> <br />the Virginia Department of Highways & Transportation regarding the use, now permitted <br /> <br />under the Surface Transportation Assistance Act, of certain primary routes within the <br /> <br />City by 48-foot long semi-trailiers, by twin-trailer truck combinations, and/or by <br />
