<br />1( <br /> <br />TUESDAY <br /> <br />MAY 10, 1983 <br /> <br />- <br /> <br />Upon recommendation of the Martinsville Transportation Safety Commission, Council <br /> <br />ratified certain amendments to the Commission's By-Laws, which amendments were <br /> <br />adopted by the Commission on April 28, 1983. <br /> <br />Council unanimously approved certain amendments and/or revisions to the City's Prison <br /> <br />Farm Manual (originally approved December 22, 1981), as recommended by City Manager <br /> <br />Edmonds and as suggested by the State Department of Corrections, most of which amend- <br /> <br />ments and/or revisions pertain to the Manual's Grievance Procedure. <br /> <br />Upon motion, duly seconded and unanimously carried, Council directed the waiving of <br /> <br />penalties and interest accrued against the following properties and delinquent real <br /> <br />estate taxes for the following years, upon the condition that said delinquent taxes <br /> <br />are paid within thirty days, it being determined that fault does not lie with the pre- <br /> <br />sent property owners: <br /> <br />A. Property identified as Lot No. 14, Section C, Longview <br />Subdivision, at 914 Bob Gregory Street, for the tax <br />year 1970, during which year Mr. L. Burton Eanes (the <br />present owner) and Mrs. Dorothy M. Eanes acquired this <br />property from Mrs. Dorothy M. Mathis (or from her estate); <br />and <br /> <br />B. Property identified as Lot No. 24, Block F, at 17 Dunlap <br />Street, for one-half of the tax year 1974, which property <br />was owned until 1974 by Ms. Mary Herring, who sold it to <br />Martin's Estate which, in turn, sold the property to John <br />H. and Catherine D. Steele on October 24, 1974. <br /> <br />Mrs. Robert F. Becker (nee Ms. Mary Martha Woody), of 906 Spruce Street, appeared <br /> <br />before Council and (with Mrs. B. I. Atkins of 908 Spruce Street) informed Council <br /> <br />that there is more than significant opposition on the part of property owners within <br /> <br />the 800 and 900 blocks of Spruce Street to the proposed widening of Spruce Street <br />
