<br />to <br /> <br />TUESDAY <br /> <br />MAY 10, 1983 <br /> <br />Board's 1983-84 budget accounts reflect a 10.2% increase over 1982-83, excluding the <br /> <br />cost of fringe benefits which the School Board estimated as being 20% of each salary- <br /> <br />wage dollar. Even so, School Board Chairman Carter pointed out that by the conversion <br /> <br />of the School System's former group medical plan several years ago to a plan with Con- <br /> <br />necticut General Life Insurance Company (the carrier of the City's group medical plan <br /> <br />but with different benefits), many thousands of dollars in premium cost have been saved <br /> <br />by the School Board and have been "returned" to the City's General Fund. <br /> <br />Meanwhile, Councilman Reed registered his strong objection to the School Board's policy <br /> <br />(adopted several years ago) of paying sums of public money (identified as "In-Service <br /> <br />Death Benefits") to the immediate survivors of School personnel who die in service. <br /> <br />Noting that, although economic indicators are somewhat encouraging, sound budgeting yet <br /> <br />requires prudence and some austerity as does the spending of taxpayers' monies, and <br /> <br />taking into consideration the suggestions made by one or more members of Council at <br /> <br />Council's special May 4th meeting, Councilman West introduced a motion that, based on <br /> <br />Council's previously-expressed desire to adopt a real estate tax rate of 76i (per one <br /> <br />hundred dollars of assessed valuation) for 1983-84 (which would require a reduction or <br /> <br />adjustment of $130,000.00 in the City Manager's recommended General Fund budget), the <br /> <br />Electric Fund contribute $50,000.00 more than has been proposed for 1983-84 through a <br /> <br />reduction of a like amount in the Electric Fund's expense budget as a result of recently- <br /> <br />revised cost of Worker's Compensation insurance for Electric Department personnel, with <br /> <br />the remaining $80,000.00 General Fund reduction to be shared in the amount of $50,000.00 <br /> <br />by the School Board (by a reduction of this amount in the personnel costs portion of the <br /> <br />School Budget) and the remaining $30,000.00 by City Manager Edmonds in his proposed <br /> <br />General Fund budget.
