<br />t <br /> <br />TUESDAY <br /> <br />MAY 10, 1983 <br /> <br />-- <br /> <br />- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />for the purpose of further considering City Manager Edmonds' recommended 1983-84 City <br /> <br />Budget, was held Tuesday, May 10, 1983, in the Council Chamber, City Hall, beginning at <br /> <br />3:00 P.M. All members of Council were present, viz., Mayor William C. Cole, Jr., pre- <br /> <br />siding; Vice-Mayor L. D. Oakes; Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />Also present were: School Board Chairman Worth H. Carter, Jr., School Board Member <br /> <br />Harry P. Varn; School Superintendent Dr. James E. Calkins; and Mrs. Lynda W. Pulliam, <br /> <br />School Board Clerk. <br /> <br />After the invocation, Mayor Cole indicated that this meeting was, in effect, a continuation <br /> <br />of Council's special meeting held May 4, 1983, and (that) tentative approval of the 1983-84 <br /> <br />City Budget is scheduled for Council's forthcoming May 24th meeting. <br /> <br />As a result of recent action by Council with regard to the Housing Services Program, City <br /> <br />Manager Edmonds presented updated budget pages reflecting this action and, in addition, <br /> <br />presented a summary of income and expenses of the City's Prison Farm for the years 1979-80, <br /> <br />1980-81, and 1981-82, plus to date for the current year. <br /> <br />In response to inquiries from Councilwoman Severt concerning the number of teachers in the <br /> <br />School System (past, present, and proposed) and the method by which the School Board <br /> <br />arrived at its quoted and recommended 8.8% increase in salaries-wages for all its personnel <br /> <br />in 1983-84, additional information was provided as to the number of teachers as well as on <br /> <br />the proposed salary-wage percentage increase; however, as to the latter, it was indicated <br /> <br />that the proposed 8.8% does not include cost of fringe benefits, more and more of which <br /> <br />cost is required to be absorbed by localities and by less-and-less State funding.
