<br />( <br />... <br /> <br />TUESDAY <br /> <br />MAY 10, 1983 <br /> <br />observations were, generally, as follows: <br /> <br />Mr. West <br /> <br />local public school enrollment remains steady <br />or is decreasing, yet education costs continue <br />to escalate, with the bulk of increased costs <br />being borne by local taxpayers; and, by the <br />effect of his motion "no one can say (that) <br />education is 'done in''', the thrust is to be <br />prudent and, at the same time, maintain <br />satisfactory fund surpluses. <br /> <br />Mrs. Severt -- while in support of quality education to the <br />utmost, but with industry and other school <br />divisions not nearly approaching (for their <br />employees) the salary-wage increase proposed <br />by the City School Board, there is difficulty <br />in attempting to equate the 5% increase pro- <br />posed for City employees (through payment by <br />the City of its employees' retirement con- <br />tributions) with no increase in fringe bene- <br />fit costs, with the 10.2% personnel cost <br />increase (excluding fringe benefit costs) <br />reflected in the School Board's recommended <br />1983-84 budget. School Board Chairman Carter <br />contended that to attempt to equate and/or <br />compare is not valid and School Superintendent <br />Calkins pointed out that actual revenues <br />(attributable to the local public school system) <br />always exceed those budgeted, with the excess <br />being "returned" to the City. <br /> <br />- <br /> <br />Mr. Oakes <br /> <br />_. <br /> <br />Mr. Reed <br /> <br />while in support of the 76i tax rate, the City <br />and the Council need to look toward the City's <br />future needs and the financing thereof, partic- <br />ularly in the event General Revenue Sharing is <br />discontinued. <br /> <br />can support Councilman West's motion but would <br />be willing to adopt a real estate tax rate (for <br />1983-84) of 77i, which would reduce the need to <br />adjust the proposed General Fund budget by some <br />$30,000.00 (or, from $80,000.00 to $50,000.00), <br />with a request that the School Board reduce its <br />budget by $35,000.00 (instead of $50,000.00) and <br />a directive that City Manager Edmonds reduce the <br />remainder of the General Fund budget by $15,000.00 <br />(after adjusting for the effect of a separately <br />adopted motion hereinafter). <br />
