<br />6 <br /> <br />WEDNESDAY <br /> <br />MAY 4, 1983 <br /> <br />D. An analysis (from the City School Superintendent, Dr. James <br />E. Calkins) of the salary scale proposed for City School <br />System teachers by the School Board for 1983-84, indicating <br />that the over-all 8.8% increase proposed by the School Board <br />provides a percentage range from 7.8% to 15%, with 83 teaching <br />personnel to receive less than 8.8%, 5 to receive 8.8% and 127 <br />to receive more than 8.8%; <br /> <br />E. A report indicating that the City's Board of Equalization, <br />having completed its assignment, has reduced total taxable <br />property values of the 1982 general reassessment by <br />$624,000.00, with a reduction of $4,683.00 in estimated <br />revenue from this source (from that estimated for 1983-84) <br />but with no real effect upon the 75i real estate tax rate <br />previously calculated ("to hold the line"); and <br /> <br />F. A report that, as a result of efforts on the part of the City <br />Administration and the City's Insurance Consultant, a reversal <br />has been obtained from a recent reclassification of the City's <br />electric linemen for Worker's Compensation insurance premium <br />purposes, for a savings of some $40,000.00. <br /> <br />City Manager Edmonds further pointed out that for each one cent reduction in the <br /> <br />1983-84 real estate tax rate (from his proposed tax rate of 80i) will necessitate a <br /> <br />reduction of $32,400.00 in recommended 1983-84 General Fund appropriations; accord- <br /> <br />ingly, a tax rate of 75i will require a reduction in proposed General Fund appro- <br /> <br />priations of $162,000.00 and/or a rate of 76i would require a reduction of approx- <br /> <br />imately $130,000.00. City Manager Edmonds then posed the question as to how much, in <br /> <br />either event, he would be expected to be responsible for and how much the City School <br /> <br />Board would be asked to reduce its total budget requests, inasmuch as--from comments by <br /> <br />members of Council on this matter--it appeared that the School Board will be asked to <br /> <br />reduce its requests (but not increase its revenue estimates). <br /> <br />Members of Council then continued (from a previous meeting) their line-by-line review <br /> <br />of the Manager's recommended 1983-84 City Budget, with information and explanations <br /> <br />being provided by City Manager Edmonds on the various line items about which inquiries <br />
