<br />t <br /> <br />WEDNESDAY <br /> <br />MAY 4, 1983 <br /> <br />-- <br /> <br />were made, particularly Councilman Reed's query as to whether, in view of increasing <br /> <br />investigative work required of the Police Department, the City should increase the <br /> <br />number of personnel in that department (beyond the one additional personnel proposed <br /> <br />in the 1983-84 City Budget) and, too, (as City Manager Edmonds reported has been con- <br /> <br />templated by Police Chief Terry L. Roop) as to the feasibility of employing a civilian <br /> <br />dispatcher (a proposal that would require the adding of four people for this round-the- <br /> <br />clock position) and, thereby, relieve uniformed personnel--now performing this function-- <br /> <br />for regular police duties. <br /> <br />Council was informed by City Manager Edmonds, in response to an inquiry from Mayor Cole, <br /> <br />that--because of presently-unknown factors--no provision has been made in the recommended <br /> <br />1983-84 budget for an anticipated increase in the premium cost (underwritten by the City) <br /> <br />for employee group medical insurance, it being noted that some revisions to the present <br /> <br />plan are quite probable, with a corresponding effect upon the cost of the plan. <br /> <br />- <br /> <br />Councilman West expressed the opinion that City Manager Edmonds has prepared a good <br /> <br />1983-84 City Budget, reflecting constraints throughout, and (that) the consensus of <br /> <br />members of Council lies toward adopting a 76i real estate tax rate for 1983-84, in which <br /> <br />event (if the 76i rate is adopted) the City Manager's recommended 1983-84 City Budget <br /> <br />will be unbalanced, as to General Fund, by some $130,000.00. Councilman West then <br /> <br />offered a motion (seconded by Vice-Mayor Oakes, but with reservations as to amounts <br /> <br />hereinafter between the City and the City School Board) directing City Manager Edmonds <br /> <br />to inform the School Board that Council is asking for a reduction of $90,000.00 in the <br /> <br />Board's 1983-84 expenditure requests and directing City Manager Edmonds to reduce his <br /> <br />proposed 1983-84 General Fund budget by $40,000.00 or reduce surplus by that amount (or <br /> <br />revise by some combination of the two).
