t WEDNESDAY MAY 4, 1983 - A special duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor William C. Cole, Jr., presiding, washeld Wednesday, May 4, 1983, in the Council Chamber, City Hall, beginning at 3:00 P.M., for the purpose of giving further consideration to--and studying--City Manager Edmonds' recommended 1983-84 City Budget. All members were present, viz., William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. _. After the invocation, and following introductory Comments by Mayor Cole, City Manager Edmonds presented responses and detailed information relating to requests therefor and questions raised by various members of Council during previous 1983-84 budget work- sessions (i.e., recent special meetings), as follows: A. Total capital outlay expenditures proposed for 1983-84, by eleven standard classifications, in the amount of $882,336.00, to which is to be transferred from an operating account the net sum of $17,000.00 for purchase of telephone equipment; B. A ruling by the State Compensation Board that the Board will honor the City's plan to contribute, if approved by City Council, the VSRS employee share for Constitutional Officers, where authorized by law; however, irrespective of adoption of this plan, the principals (i.e., the elected Constitutional Officers, with the exception of the Clerk of Martinsville City Circuit Court) will receive a 4.5% COLA (cost-of-living-adjust_ ment) on October 1, 1983; C. An explanation of the reduction estimated (from that budgeted for 1982-83) in total salary costs for the Rental Assistance Program (which serves both the City of Martinsville and the County of Henry), the need to add one new employee to this agency's staff (because of an increase in the number of housing units under this program), an organizational chart of the Housing Services Agency, a proposal to convert the contracted- for inspection service to an in-house salaried employee, and the need to adjust certain budget accounts as a result of Council's recent action authorizing an extension of the hous- ing rehabilitation program through the "leveraging" concept (see minutes of Council's regular meeting held April 26, 1983, pages 76 and 77);
