<br />t <br /> <br />WEDNESDAY <br /> <br />MAY 4, 1983 <br /> <br />- <br /> <br />A special duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, washeld Wednesday, May 4, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 3:00 P.M., for the purpose of giving further <br /> <br />consideration to--and studying--City Manager Edmonds' recommended 1983-84 City Budget. <br /> <br />All members were present, viz., William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; <br /> <br />Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />_. <br /> <br />After the invocation, and following introductory Comments by Mayor Cole, City Manager <br /> <br />Edmonds presented responses and detailed information relating to requests therefor and <br /> <br />questions raised by various members of Council during previous 1983-84 budget work- <br /> <br />sessions (i.e., recent special meetings), as follows: <br /> <br />A. Total capital outlay expenditures proposed for 1983-84, by <br />eleven standard classifications, in the amount of $882,336.00, <br />to which is to be transferred from an operating account the <br />net sum of $17,000.00 for purchase of telephone equipment; <br /> <br />B. A ruling by the State Compensation Board that the Board will <br />honor the City's plan to contribute, if approved by City <br />Council, the VSRS employee share for Constitutional Officers, <br />where authorized by law; however, irrespective of adoption of <br />this plan, the principals (i.e., the elected Constitutional <br />Officers, with the exception of the Clerk of Martinsville City <br />Circuit Court) will receive a 4.5% COLA (cost-of-living-adjust_ <br />ment) on October 1, 1983; <br /> <br />C. An explanation of the reduction estimated (from that budgeted <br />for 1982-83) in total salary costs for the Rental Assistance <br />Program (which serves both the City of Martinsville and the <br />County of Henry), the need to add one new employee to this <br />agency's staff (because of an increase in the number of housing <br />units under this program), an organizational chart of the <br />Housing Services Agency, a proposal to convert the contracted- <br />for inspection service to an in-house salaried employee, and <br />the need to adjust certain budget accounts as a result of <br />Council's recent action authorizing an extension of the hous- <br />ing rehabilitation program through the "leveraging" concept <br />(see minutes of Council's regular meeting held April 26, 1983, <br />pages 76 and 77); <br />
