<br />f6 <br /> <br />TUESDAY <br /> <br />APRIL 26, 1983 <br /> <br />now known because of problems which have arisen since he signed <br />the original petition, and (who) indicated that he can not now <br />endorse the project if it will bring added expense to his neigh- <br />bors and further indicating his satisfaction with "...the street, <br />as is". <br /> <br />Upon motion, duly seconded (and with Mayor Cole abstaining and with Vice-Mayor Oakes <br /> <br />indicating that he is flexible as to right-of-way or roadway width but voting in favor of <br /> <br />the motion), Council accepted the following recommendations made a part of Mr. Brown's <br /> <br />aforesaid report: <br /> <br />a. That we maintain the requirement of a 34 foot roadway, centered <br />in the right-of-way; <br /> <br />b. That the preliminary design information be returned to the property <br />owners and that a fresh petition be required, containing 100 percent <br />property owner approval; <br /> <br />c. That upon final approval by the Council and budget provision for the <br />City's share of project cost, normal cost participation be required <br />to be deposited with the City prior to construction; <br /> <br />d. That if excessive driveway replacement cost (by arrangements) is to <br />be shared by all property owners, such arrangements be separately and <br />privately developed. <br /> <br />After viewing a photographic slide presentation, presented by the City's Housing Rehabil- <br /> <br />itation Program personnel, depicting the "before" and "after" conditions of various <br /> <br />individual housing rehabilitation projects within the City's two target areas, Council <br /> <br />received from City Manager Edmonds (through his report dated April 20, 1983) a proposal-- <br /> <br />endorsed by the Federal Government's Housing & Urban Development agency and recommended by <br /> <br />Wiley & Wilson, Consulting Engineers, in the 1981 Housing Study, as a means of achieving <br /> <br />housing assistance goals previously adopted by Council and now being incorporated in the <br /> <br />City's Comprehensive Plan Update--whereby, for example, $40,000.00 of CDBG funds might be <br /> <br />deposited with a local bank to be leveraged with $200,000.00-$400,000.00 of private tax- <br /> <br />exempt funds loaned at below current market interest rates, thereby making available funds <br /> <br />beyond and in addition to the original $600,000.00 Community Development Block Grant with <br />
