Furthermore, Mr. Edmonds <br /> <br />reported, it is quite probable that, with continuing payback of loans already made or to be <br /> <br />made to property owners, funds can be "rolled over", thus making available even more funds <br /> <br />for housing rehabilitation. Several citizens present (Messrs. Walter Reynolds, Joseph <br /> <br />Pritchett, Bruce H. Dallas, and J. Bailey Henderson, the last-named being directly involved <br /> <br />in the housing rehabilitation program) commended Council for having undertaken the Housing <br /> <br />Rehabilitation Program which not only has brought about physical and aesthetic improvements <br /> <br />in the two target areas, plus increased valuations for property tax purposes, but also has <br /> <br />generated a real pride on the part of both the property owners involved and their neighbors. <br /> <br />With Councilman West abstaining and all other members of Council voting in the affirmative, <br /> <br />a motion was adopted, accepting and approving City Manager Edmonds' report and fund leveraging <br /> <br />proposal, with the understanding that the City's "full faith and credit" will not be involved <br /> <br />and/or will be excluded. <br /> <br />City Manager Edmonds (as did Henry County Administrator Lee Lintecum on April 25th to the <br /> <br />Henry County Board of Supervisors) presented to Council a draft of a proposed consolidation <br /> <br />agreement between the City of Martinsville and the County of Henry, noting that this proposed <br /> <br />agreement is the culmination of the joint efforts by the two governing bodies' administrative <br /> <br />officials and attorneys toward developing a proposal whereby--pending a resolution of two <br /> <br />major questions, plus the statutory requirement procedures to follow--the City of Martinsville <br /> <br />and the County of Henry might become one consolidated city. One of these questions pertains to <br /> <br />the outstanding bonded debt of the two present entities and whether the debt is to be consoli- <br /> <br />dated (which Henry County favors) or to remain separate (which the City favors) with two <br /> <br />separate property tax rates. The other question relates to the "make-up" of the consolidated <br /> <br />city's governing body, i.e., whether its members shall be elected at-large (as is now the case <br />
