<br />.... <br />, <br /> <br />TUESDAY <br /> <br />APRIL 26, 1983 <br /> <br />By memorandum report (dated April 20, 1983) from Assistant City Manager-Public Works Director <br /> <br />George W. Brown to City Manager Edmonds, as relayed to Council, background information was <br /> <br />supplied on the development of Morningside Lane prior to its being annexed to the City in <br /> <br />1965, along with a resume of succeeding development and improvements (the latter by some <br /> <br />property owners upon City right-of-way) and certain problems which have arisen in connection <br /> <br />with a petition for curb-and-gutter construction received from a number of property owners <br /> <br />residing on this street and, in addition, suggested means and costs to resolve some of these <br /> <br />problems. Under the City's current shared-cost construction policy, City Manager Edmonds <br /> <br />informed Council that the cost to the property owners (for curb-and-gutter construction <br /> <br />and certain corrective procedure's) <br /> <br />is <br /> <br />estimated at $20,000.00; and, the City's estimated <br /> <br />cost is $100,000.00. Appearing before Council with regard to this petition were: <br /> <br />Mr. William T. Wright, of 1025 Morningside Lane and one of the <br />petitioners, who indicated that one of the major obstacles to <br />the curb-and-gutter project would be the additional expense <br />(to the property owners, as proposed in Mr. Brown's report) to <br />correct certain driveway entrance encroachments upon City right- <br />of-way; accordingly, Mr. Wright urged that the City shift the <br />centerline of the street whereby curb-and-gutter can be con- <br />structed with no added expense to the property owners; <br /> <br />Mrs. John A. Paddenburg, of 1012 Morningside Lane, who noted <br />that she and her husband contacted the City for engineering <br />advice (as to grading, etc.) before they constructed their <br />driveway. Mrs. Paddenburg expressed an understanding of the <br />need for a wider right-of-way (than now exists); <br /> <br />-. <br /> <br />Mrs. Raymond A. Wardzala, of 1024 Morningside Lane, who expressed <br />her opinion that the proposed project would increase traffic and <br />speed along this street, that the project is not of vital necessity <br />and that the project would be too expensive, that the City could <br />better spend monies elsewhere, and that certain property owners <br />have solved their own drainage problems; <br /> <br />Mr. & Mrs. Robert R. McAuslan, of 1026 Morningside Lane, who <br />expressed concurrence with Mrs. Wardzala's opinions and who <br />suggested, for example, that a greater need lies for the <br />widening of Mulberry Road from Lanier Road southeastward to <br />some distance beyond Whittle Road; and <br /> <br />Mr. Ed E. Clayton, Jr., of 1004 Morningside Lane, who expressed <br />concern that the cost per-front-foot to the property owners is not <br />
