<br />74 <br /> <br />TUESDAY <br /> <br />APRIL 26, 1983 <br /> <br />adopted the following resolution authorizing City Attorney Worthy to apply to the United <br /> <br />States Department of Justice for that agency's approval of a procedure whereby the City's <br /> <br />Registrar may engage one or more volunteer assistant registrars for the purpose of voter <br /> <br />registration, as set forth therein: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular session held on April 26, 1983, that the City Attorney by, <br />and he hereby is, authorized to apply to the U. S. Department of <br />Justice for approval of a procedure whereby the City's Registrar may <br />engage one or more volunteer assistant Registrars for the purpose of <br />voter registration at least one day and/or evening each month at a <br />public site that will be accessible to potential registrants, the <br />times and places of such voter registration to be advertised in the <br />local newspaper and also listed or noted in the newspaper and local <br />radio stations as public service announcements. <br /> <br />Upon being informed that certain property owners, owing the City eight hundred dollars or <br /> <br />more (in each case) in delinquent property taxes, have failed to respond to efforts exerted <br /> <br />by the City to obtain payments of these delinquent taxes, Council authorized foreclosure <br /> <br />proceedings to be instituted against these property owners and, also, engaged City Attorney <br /> <br />Worthy to institute and pursue these proceedings. <br /> <br />Council recognized Mr. William B. Muse, who inquired as to the financial condition of the <br /> <br />City, later referred to in these minutes through a report from Finance Director Richard D. <br /> <br />Fitts. <br /> <br />In tentative acceptance of the Planning Commission's recommendation that Mr. William T. <br /> <br />Turner's petition (on behalf of Turner & Singleton Insurance Agency, seeking a P-2 Profes- <br /> <br />sional zoning of property at 311 Starling Avenue) be granted, Council called for a duly- <br /> <br />advertised public hearing on this petition to be conducted by Council at its regular <br /> <br />meeting scheduled for May 10, 1983. <br />
