Mr. <br /> <br />Harry Little, Henry County Extension Agent, and Dr. Elizabeth Roycroft, Director of Henry- <br /> <br />Martinsville Health Department, testified that, from public health standpoints, they have <br /> <br />no objections to the keeping of goats within the City and that the keeping of other kinds <br /> <br />of animals, although permitted, is much more objectionable. Meanwhile, Mrs. Dennis W. <br /> <br />Hammack, of 1506 Whittle Road, supported by Mr. Robert N. Crockett, of 1007 Mountain Road, <br /> <br />urged Council not to amend the City Code as requested, maintaining that "...animals have a <br /> <br />place but not in the City" and, too, that to grant petitioner's request might be opening <br /> <br />the door to greater problems with adverse effect upon all citizens. Councilman West then <br /> <br />offered his motion that Section 3-4 of the City Code be amended (by ordinance to be pre- <br /> <br />pared), as requested; however, in the absence of a second to this motion, the motion died <br /> <br />and, therefore, petitioner's request was denied. <br /> <br />Upon recommendation of City Manager Edmonds, Council accepted for introduction an ordinance <br /> <br />(for further consideration and/or action at Council's forthcoming May 10th regular meeting) <br /> <br />which would amend Article II of Chapter 8 of the City Code (Burning Trash or Leaves) by <br /> <br />moderating some of the present conditions and restrictions therein, approval of which has <br /> <br />been secured from the State Air Pollution Control Board. <br /> <br />Council also accepted, for introduction and for further consideration at Council's May 10th <br /> <br />meeting, an ordinance to amend the present penalty provisions of the Terms and Conditions <br /> <br />for City Water-Sewer Service and City Electric Service. <br /> <br />In accordance with certain permissive legislation enacted by the Virginia General Assembly, <br /> <br />and pursuant to the request filed by Miss Gloria Vass, City Registrar, Council unanimously <br />
