Vonee Johnson, Office Associate, Housing Services Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the minutes of its regular meeting held March 22, 1983. With appreciation expressed to the Staff of the West Piedmont Planning District Commission for its thorough and expeditious handling of procedures necessary to the activation of Service Delivery Area No.7 under the Federal Government's Job Training Partnership Act, which becomes effective October 1, 1983, Council unanimously adopted the following resolution authorizing City Manager Edmonds to execute (on behalf of the City of Martins- ville) an agreement creating the Central Piedmont Policy Board and the Central Piedmont Private Industry Council as part of the Central Piedmont Employment Consortium to carry out the requirements of said Job Training Partnership Act within said Service Delivery Area No.7 and, also, by said resolution, appointed Mayor Cole to represent Council on said Central Piedmont Policy Board: WHEREAS, on October 13, 1982, the President of the United States signed into law the Job Training Partnership Act which is a new program and delivery system to train economically disadvantaged persons and others for permanent, private sector employment; and WHEREAS, the local governing bodies of the West Piedmont and Central Virginia Planning Districts have agreed to participate in a Service Delivery Area which has been designated by the Governor of the Common- wealth of Virginia as Service Delivery Area #7, known as the Central Piedmont Employment Consortium; and
