<br />TUESDAY <br /> <br />APRIL 12, 1983 <br /> <br />~ <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 12, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />~ <br /> <br />After the invocation, and preceding consideration of its regular order of business, <br /> <br />Council (through Mayor Cole and City Manager Edmonds) presented tokens of appreciation <br /> <br />in recognition of the following citizens for their service as members of the Martinsville- <br /> <br />Henry County Clean Community Commission: <br /> <br />Mr. J. Burness Frith (1979-1983); <br />Mrs. Melinda P. Hammack (1981-1983); <br />Mr. Walter Milstead (1981-1983, not present; and <br />Mr. Herbert o. Hughes (1978-1983), not present. <br /> <br />Council also recognized, and presented tokens of appreciation to, Mr. Harold B. Gregory, <br /> <br />who retired from City employment as a member of the City's Fire Department on February 28, <br /> <br />1983, having served in this department continuously since November of 1948, and Mr. Percy <br /> <br />F. Draughan, who retired in March of 1983, having served as Building Maintenance Supervisor <br /> <br />since March of 1966. <br /> <br />Council then recognized, and presented service awards to the following employees who, <br /> <br />during the quarter ended March 31, 1983, completed the following numbers of years of employ- <br /> <br />ment with the City: <br /> <br />25 years <br />Linda P. Moore, Senior Utility Billing Clerk, Finance Department <br /> <br />20 years <br /> <br />Elmer E. Pingry, II, Projects Engineer, Engineering Division <br />
